記者:請您從技術層麵上解讀一下,與城市電網相比較,農網智能化建設有何特點?

記者:在管理環節,農網智能化建設與城網相比有何區別?
盛萬興:簡(jian)單(dan)地(di)說(shuo),主(zhu)網(wang)管(guan)理(li)方(fang)麵(mian),從(cong)省(sheng)級(ji)電(dian)力(li)公(gong)司(si)到(dao)地(di)區(qu)供(gong)電(dian)公(gong)司(si),都(dou)是(shi)專(zhuan)業(ye)化(hua)垂(chui)直(zhi)管(guan)理(li),生(sheng)產(chan)是(shi)生(sheng)產(chan),營(ying)銷(xiao)是(shi)營(ying)銷(xiao)。而(er)到(dao)了(le)縣(xian)級(ji)供(gong)電(dian)企(qi)業(ye),由(you)於(yu)管(guan)轄(xia)區(qu)域(yu)小(xiao),一(yi)個(ge)崗(gang)位(wei)可(ke)能(neng)肩(jian)負(fu)多(duo)個(ge)職(zhi)能(neng),崗(gang)位(wei)的(de)綜(zong)合(he)性(xing)就(jiu)很(hen)強(qiang)。所(suo)以(yi)在(zai)農(nong)網(wang)營(ying)配(pei)調(tiao)管(guan)理(li)研(yan)究(jiu)上(shang),越(yue)是(shi)區(qu)域(yu)小(xiao)、管理範圍集中的,就越要把自動化工作、信息采集工作、生(sheng)產(chan)管(guan)理(li)工(gong)作(zuo)集(ji)中(zhong)考(kao)慮(lv),避(bi)免(mian)分(fen)門(men)別(bie)類(lei)地(di)建(jian)設(she)很(hen)多(duo)係(xi)統(tong),節(jie)省(sheng)建(jian)設(she)開(kai)支(zhi)和(he)管(guan)理(li)成(cheng)本(ben)。農(nong)網(wang)智(zhi)能(neng)化(hua)項(xiang)目(mu)所(suo)開(kai)展(zhan)的(de)營(ying)配(pei)調(tiao)管(guan)理(li)模(mo)式(shi)優(you)化(hua)研(yan)究(jiu),首(shou)先(xian)要(yao)把(ba)麵(mian)向(xiang)中(zhong)低(di)壓(ya)電(dian)網(wang)統(tong)一(yi)采(cai)集(ji)的(de)數(shu)據(ju)作(zuo)為(wei)營(ying)配(pei)調(tiao)綜(zong)合(he)管(guan)理(li)的(de)基(ji)礎(chu)數(shu)據(ju)源(yuan),道(dao)理(li)即(ji)在(zai)於(yu)此(ci)。
記者:農網營配調管理模式優化第一批試點工程項目均已經通過驗收。在試點的選擇上,具體出於哪些方麵的考慮?
盛萬興:農網智能化試點分布,首先要考慮地域差異性,計劃在我國東部、中部和西部各選一省作為試點;其次考慮管理體製的差異,從國家電網公司直供直管的縣供電企業、與地方實行股份製的縣級供電企業、代管地方資產的縣供電企業三類當中,各選一縣作為試點;另外,在地方經濟及售電量等方麵也要進行差異化選擇。綜合以上考慮,最終選擇浙江鄞州、天津靜海和陝西蒲城作為農網智能化的第一批試點。
不同地域的試點總結出多種農網智能化建設模式,形成適合於各地農網的套餐,便於因地製宜地推廣。2011年(nian),在(zai)第(di)一(yi)批(pi)試(shi)點(dian)的(de)基(ji)礎(chu)上(shang),又(you)推(tui)出(chu)四(si)個(ge)省(sheng)的(de)六(liu)個(ge)縣(xian)作(zuo)為(wei)農(nong)網(wang)智(zhi)能(neng)化(hua)建(jian)設(she)的(de)第(di)二(er)批(pi)試(shi)點(dian),預(yu)計(ji)今(jin)年(nian)驗(yan)收(shou)。接(jie)下(xia)來(lai),國(guo)家(jia)電(dian)網(wang)公(gong)司(si)要(yao)廣(guang)泛(fan)推(tui)廣(guang)前(qian)兩(liang)批(pi)試(shi)點(dian)的(de)技(ji)術(shu)成(cheng)果(guo),包(bao)括(kuo)配(pei)電(dian)自(zi)動(dong)化(hua)、智能配電台區和用戶用電信息采集等方麵成果。
記者:在農網智能化推廣過程中,標準體係的建立必不可少。對於標準的製定,日後有哪些工作計劃?
盛萬興:通過已經進行的農網智能化建設,我們目前已經製定了一些新標準,對於新問題的解決進行了補充。比如試點項目中的配電自動化、peidiantaiqujianshedengfangmian,douyouxinbiaozhundechansheng,danshangweixingchengwanzhengdetixi。zairihoudenongwangzhinenghuatuiguangguochengzhong,jianghuibagegebiaozhunzhongxinshuli,guinachengtixi,bingduitixijixuzhubuwanshan。guojiadianwanggongdianquyufugailejin2000gexian,nongwangzhinenghuadetuiguanggongzuolianghenda。ruojianchengwanbeidebiaozhuntixi,gedizaijianshezhinengnongwangguochengzhongjiukeyiyouzhijiecankao,jiangshituiguanggongzuogengyouchengxiao。rihou,womenhuijiangxiangguanbiaozhuntixizhichengshouce,fangbianzhaxun,haihuixianggeditigongtongyiguigedegongju,zaisheji、建設等環節得以應用。
