中國社會轉型期的社會分化與主流意識形態凝聚力的重建

摘要:中(zhong)國(guo)社(she)會(hui)正(zheng)處(chu)於(yu)轉(zhuan)型(xing)中(zhong),轉(zhuan)型(xing)造(zao)成(cheng)經(jing)濟(ji)利(li)益(yi)分(fen)化(hua),社(she)會(hui)結(jie)構(gou)變(bian)化(hua),社(she)會(hui)主(zhu)流(liu)意(yi)識(shi)形(xing)態(tai)的(de)凝(ning)聚(ju)力(li)必(bi)須(xu)相(xiang)應(ying)加(jia)強(qiang)。我(wo)們(men)應(ying)重(zhong)新(xin)認(ren)識(shi)國(guo)家(jia)的(de)社(she)會(hui)職(zhi)能(neng),高(gao)舉(ju)鄧(deng)小(xiao)平(ping)理(li)論(lun)偉(wei)大(da)旗(qi)幟(zhi),以(yi)江(jiang)澤(ze)民(min)“三個代表”重要思想為指導,拓展理論與實踐的空間和領域,重建主流意識形態的凝聚力。
中國社會轉型期出現社會分化,這成為研究“建設有中國特色社會主義”所不能忽略的重要問題。[1]社she會hui轉zhuan型xing造zao成cheng經jing濟ji利li益yi分fen化hua,必bi然ran深shen刻ke影ying響xiang大da眾zhong社she會hui意yi識shi,影ying響xiang社she會hui主zhu流liu意yi識shi形xing態tai。因yin此ci,我wo們men必bi須xu認ren真zhen分fen析xi和he客ke觀guan評ping價jia這zhe一yi現xian象xiang,探tan討tao它ta在zai社she會hui轉zhuan型xing期qi中zhong對dui社she會hui主zhu流liu意yi識shi形xing態tai產chan生sheng什shen麼me影ying響xiang,提出什麼挑戰,以及如何重建主流意識形態的凝聚力等問題。
一、社會轉型中的利益分化與意識形態衝突

中zhong國guo改gai革ge開kai放fang是shi以yi經jing濟ji體ti製zhi改gai革ge為wei先xian導dao的de全quan麵mian社she會hui轉zhuan型xing,經jing濟ji體ti製zhi轉zhuan型xing與yu社she會hui結jie構gou轉zhuan型xing同tong步bu進jin行xing,經jing濟ji體ti製zhi改gai革ge推tui動dong著zhe社she會hui結jie構gou轉zhuan型xing。經jing濟ji體ti製zhi改gai革ge不bu但dan表biao現xian為wei一yi係xi列lie經jing濟ji製zhi度du的de變bian遷qian過guo程cheng,同tong時shi又you是shi社she會hui資zi源yuan再zai分fen配pei過guo程cheng。經jing濟ji改gai革ge和he社she會hui結jie構gou變bian遷qian的de直zhi接jie後hou果guo就jiu是shi經jing濟ji利li益yi格ge局ju重zhong新xin調tiao整zheng和he界jie定ding。下xia麵mian我wo們men對dui改gai革ge前qian後hou的de狀zhuang況kuang進jin行xing一yi下xia比bi較jiao,看kan看kan這zhe種zhong轉zhuan變bian給gei整zheng個ge社she會hui和he人ren們men思si想xiang意yi識shi帶dai來lai哪na些xie變bian化hua。
在(zai)改(gai)革(ge)開(kai)放(fang)以(yi)前(qian),我(wo)國(guo)基(ji)本(ben)上(shang)照(zhao)搬(ban)前(qian)蘇(su)聯(lian)的(de)社(she)會(hui)主(zhu)義(yi)模(mo)式(shi),這(zhe)種(zhong)體(ti)製(zhi)的(de)最(zui)大(da)特(te)征(zheng)是(shi)生(sheng)產(chan)資(zi)料(liao)公(gong)有(you)製(zhi)加(jia)計(ji)劃(hua)經(jing)濟(ji)。在(zai)這(zhe)種(zhong)經(jing)濟(ji)體(ti)製(zhi)中(zhong),國(guo)家(jia)掌(zhang)握(wo)資(zi)源(yuan)的(de)配(pei)置(zhi)權(quan),經(jing)濟(ji)決(jue)策(ce)權(quan)高(gao)度(du)集(ji)中(zhong),指(zhi)令(ling)性(xing)計(ji)劃(hua)成(cheng)為(wei)社(she)會(hui)主(zhu)義(yi)計(ji)劃(hua)經(jing)濟(ji)的(de)唯(wei)一(yi)形(xing)式(shi),以(yi)指(zhi)令(ling)性(xing)計(ji)劃(hua)為(wei)指(zhi)導(dao)的(de)資(zi)源(yuan)配(pei)置(zhi)成(cheng)了(le)社(she)會(hui)資(zi)源(yuan)唯(wei)一(yi)的(de)配(pei)置(zhi)方(fang)式(shi)。在(zai)這(zhe)種(zhong)經(jing)濟(ji)體(ti)製(zhi)中(zhong),商(shang)品(pin)、價值規律、市場等這些在市場經濟中發揮作用的機製根本不存在。分配方式雖然被稱作是“按勞分配”,但實際上是一種變相平均主義和“大鍋飯”。從cong表biao麵mian上shang來lai看kan,這zhe種zhong分fen配pei模mo式shi消xiao除chu了le貧pin富fu差cha距ju和he兩liang極ji分fen化hua,社she會hui每mei一yi成cheng員yuan在zai經jing濟ji上shang都dou處chu於yu平ping等deng狀zhuang態tai,社she會hui成cheng員yuan之zhi間jian不bu存cun在zai經jing濟ji利li益yi差cha異yi,不bu存cun在zai貧pin富fu之zhi間jian的de差cha距ju,但dan這zhe種zhong狀zhuang況kuang阻zu礙ai了le社she會hui生sheng產chan力li發fa展zhan。
改gai革ge開kai放fang首shou先xian破po除chu了le這zhe種zhong不bu符fu合he中zhong國guo社she會hui生sheng產chan力li發fa展zhan狀zhuang況kuang的de經jing濟ji模mo式shi,在zai重zhong新xin認ren清qing中zhong國guo社she會hui主zhu義yi初chu級ji階jie段duan的de基ji本ben國guo情qing之zhi後hou,我wo們men找zhao到dao了le一yi條tiao適shi應ying社she會hui生sheng產chan力li的de發fa展zhan道dao路lu,也ye就jiu是shi建jian立li社she會hui主zhu義yi市shi場chang經jing濟ji。社she會hui主zhu義yi市shi場chang經jing濟ji是shi以yi市shi場chang調tiao節jie為wei主zhu要yao手shou段duan的de經jing濟ji模mo式shi,市shi場chang在zai社she會hui資zi源yuan配pei置zhi中zhong起qi主zhu導dao性xing作zuo用yong。這zhe種zhong轉zhuan變bian不bu僅jin是shi經jing濟ji模mo式shi的de轉zhuan變bian,同tong時shi也ye是shi社she會hui意yi識shi、社she會hui價jia值zhi和he道dao德de觀guan發fa生sheng變bian化hua的de過guo程cheng。在zai社she會hui主zhu義yi市shi場chang經jing濟ji建jian立li過guo程cheng中zhong,重zhong新xin承cheng認ren經jing濟ji利li益yi在zai社she會hui生sheng產chan發fa展zhan中zhong的de重zhong要yao作zuo用yong,個ge人ren利li益yi重zhong新xin為wei社she會hui所suo承cheng認ren、尊重和保護。在市場的範圍內,每個經濟活動主體都從個人經濟利益出發,按照市場活動的規則和規律進行商品生產、分配和交換。
gaigekaifangyiqian,zhongguosuoyouzhijiegoushidanyigongyouzhi,yicixiangduiying,laodongchanpinfenpeifangshiyetongyangchengxiandanyimoshi。zhezhongdanyidesuoyouzhijiegouhefenpeifangshizaishehuizhuyijingjizhidujianlichuqibiaoxianchuyidingshengmingli,dansuizheshehuishengchanlifazhan,tayuelaiyuebunengshiyingshehuifazhanxuyao,yuelaiyuebuliyutiaodongguojia、集體、個人等一切經濟主體的生產積極性。經過20多duo年nian的de經jing濟ji體ti製zhi改gai革ge,傳chuan統tong的de單dan一yi公gong有you製zhi結jie構gou已yi經jing改gai變bian,勞lao動dong產chan品pin的de單dan一yi分fen配pei模mo式shi也ye隨sui之zhi發fa生sheng改gai變bian。隨sui著zhe多duo元yuan化hua所suo有you製zhi結jie構gou的de形xing成cheng,勞lao動dong產chan品pin分fen配pei的de多duo元yuan形xing式shi也ye隨sui之zhi產chan生sheng。個ge人ren不bu僅jin作zuo為wei勞lao動dong者zhe進jin入ru生sheng產chan過guo程cheng,而er且qie還hai作zuo為wei物wu質zhi生sheng產chan要yao素su的de所suo有you者zhe進jin入ru生sheng產chan過guo程cheng。因yin此ci,勞lao動dong產chan品pin的de分fen配pei既ji以yi勞lao動dong投tou入ru為wei尺chi度du,也ye以yi生sheng產chan要yao素su投tou入ru為wei尺chi度du。勞lao動dong產chan品pin的de分fen配pei方fang式shi從cong過guo去qu單dan一yi的de“按勞分配”轉變成以按勞分配為主體,多種分配方式並存。
中國共產黨的“十五大”報告明確提出要把按勞分配和按生產要素分配結合起來,允許和鼓勵資本、技術等生產要素參與收益分配,這是對社會主義分配理論的一個重大突破。它有利於充分調動一切社會力量和社會資源進行經濟建設;有利於資本、技術、勞動、經營管理等生產要素優化配置和組合;有利於最大限度提高經濟效益和發展生產力;有利於資本、技術等要素參與市場經濟的健康發展;有利於社會主義市場經濟的建立和完善。隨著所有製改革和多元化產權的出現,各種生產要素,如土地、資金、技術、知識、信息、管guan理li等deng都dou進jin入ru了le市shi場chang,參can與yu了le勞lao動dong產chan品pin的de分fen配pei。實shi施shi按an生sheng產chan要yao素su進jin行xing分fen配pei,實shi際ji上shang也ye就jiu等deng於yu承cheng認ren了le社she會hui主zhu義yi初chu級ji階jie段duan中zhong各ge種zhong生sheng產chan要yao素su都dou必bi須xu有you償chang讓rang渡du和he使shi用yong,承cheng認ren了le生sheng產chan要yao素su可ke以yi作zuo為wei資zi本ben來lai使shi用yong並bing參can與yu勞lao動dong產chan品pin的de分fen配pei,承cheng認ren了le人ren們men對dui各ge種zhong要yao素su和he資zi源yuan占zhan有you上shang的de不bu平ping等deng性xing。在zai社she會hui主zhu義yi初chu級ji階jie段duan中zhong,在zai社she會hui轉zhuan型xing的de過guo程cheng中zhong,按an勞lao分fen配pei與yu按an生sheng產chan要yao素su分fen配pei的de結jie合he,使shi社she會hui主zhu義yi初chu級ji階jie段duan的de收shou入ru分fen配pei政zheng策ce發fa生sheng了le巨ju大da的de變bian化hua。
除chu了le上shang麵mian所suo提ti的de原yuan因yin之zhi外wai,中zhong國guo社she會hui生sheng產chan力li發fa展zhan和he地di區qu經jing濟ji發fa展zhan的de不bu平ping衡heng,也ye促cu使shi了le社she會hui的de分fen化hua。另ling外wai,在zai中zhong國guo經jing濟ji改gai革ge的de過guo程cheng中zhong,在zai計ji劃hua經jing濟ji向xiang市shi場chang經jing濟ji過guo渡du的de過guo程cheng中zhong,一yi部bu分fen掌zhang握wo了le社she會hui政zheng治zhi權quan力li的de人ren,用yong手shou中zhong的de權quan力li進jin行xing權quan、錢交易,非法侵占社會財產,把大量社會財富占為私有,這也是我國社會分化產生的原因之一。
隨sui著zhe經jing濟ji改gai革ge不bu斷duan深shen化hua,在zai社she會hui轉zhuan型xing過guo程cheng中zhong,出chu現xian了le經jing濟ji利li益yi分fen化hua,形xing成cheng了le新xin的de利li益yi集ji團tuan,出chu現xian了le新xin的de社she會hui分fen化hua和he分fen層ceng。麵mian對dui改gai革ge期qi間jian所suo出chu現xian的de這zhe一yi新xin問wen題ti以yi及ji由you此ci引yin起qi的de其qi它ta問wen題ti,我wo們men應ying該gai慎shen重zhong和he認ren真zhen加jia以yi研yan究jiu。馬ma克ke思si曾zeng經jing深shen刻ke指zhi出chu,經jing濟ji利li益yi的de矛mao盾dun和he衝chong突tu是shi一yi切qie社she會hui矛mao盾dun和he衝chong突tu的de根gen源yuan。在zai社she會hui轉zhuan型xing期qi中zhong出chu現xian的de利li益yi分fen化hua必bi然ran導dao致zhi社she會hui分fen化hua,必bi然ran導dao致zhi社she會hui矛mao盾dun和he衝chong突tu,這zhe些xie矛mao盾dun和he衝chong突tu最zui終zhong一yi定ding會hui被bei反fan映ying和he表biao現xian在zai社she會hui意yi識shi形xing態tai中zhong。社she會hui轉zhuan型xing中zhong發fa生sheng的de社she會hui變bian革ge會hui對dui大da眾zhong意yi識shi和he社she會hui主zhu流liu意yi識shi形xing態tai產chan生sheng深shen刻ke影ying響xiang。
隨著改革開放的深化,在社會轉型期中,各種思想流派、學說觀點紛紛浮現出來,最終表現為社會轉型期中的意識形態衝突。回顧20多duo年nian走zou過guo的de曆li史shi,我wo們men可ke以yi看kan到dao,伴ban隨sui著zhe經jing濟ji利li益yi格ge局ju的de變bian化hua,意yi識shi形xing態tai內nei的de鬥dou爭zheng和he衝chong突tu非fei常chang激ji烈lie。總zong的de來lai說shuo,我wo們men認ren為wei這zhe是shi正zheng常chang現xian象xiang。馬ma克ke思si曾zeng經jing明ming確que指zhi出chu,經jing濟ji基ji礎chu中zhong的de變bian化hua最zui終zhong都dou會hui被bei反fan映ying到dao思si想xiang意yi識shi中zhong,都dou會hui被bei反fan映ying在zai社she會hui意yi識shi形xing態tai中zhong。對dui中zhong國guo社she會hui轉zhuan型xing期qi出chu現xian的de意yi識shi形xing態tai衝chong突tu,我wo們men要yao有you正zheng麵mian和he積ji極ji的de評ping價jia。中zhong國guo社she會hui轉zhuan型xing期qi出chu現xian的de意yi識shi形xing態tai衝chong突tu是shi社she會hui和he思si想xiang進jin步bu的de表biao現xian。從cong中zhong國guo實shi行xing改gai革ge開kai放fang起qi,意yi識shi形xing態tai領ling域yu就jiu再zai也ye沒mei有you平ping靜jing過guo。意yi識shi形xing態tai領ling域yu的de衝chong突tu,首shou先xian起qi源yuan於yu鄧deng小xiao平ping倡chang導dao和he發fa動dong的de“思想解放”運動。正是鄧小平發動和倡導的這一運動,把人們頭腦中的僵化意識、錯誤觀念一掃而光。在當時中國意識形態領域中,圍繞“實踐”yumakesizhuyililunzhijiandeguanxizhankaidedataolun,chengqinglerenmenderenshi,jiefanglerenmendesixiang,saoqinglegaigekaifangdaolushangdesixiangzhangai,cujinlegaigekaifangdechenggong。ruguomeiyouzhechangyishixingtailingyuzhongdechongtu,womendesixiangjiangnanyijiefang,makesizhuyiyishixingtaideshengmingliheningjuliyebukenengzhongxinhuanfa,womenyebukenengzaishehuizhuyishijiandaolushanghuoderucijudachengjiu。youcikeyikandao,zaishehuizhuanxingqichuxiandeyishixingtaichongtu,youtafeichangjijixiangshangdeyiyi。zaizhongguodegaigekaifangguochengzhong,zaijiansheyouzhongguoteseshehuizhuyideshijianguochengzhong,ruguomeiyousixiangjiefangdejingshen,meiyouganyuhuaiyi、勇於探索和不斷實踐的精神,中國的社會主義事業將沒有希望。
經濟格局重新調整和經濟利益分化,社會轉型期中的矛盾和衝突,不但引起意識形態衝突,而且還 yinqiyigegengweiyanzhongdewenti,jizaizhongguoshehuijingjigejuzhongxintiaozhenghejingjiliyizaifenpeideguochengzhong,zaiyishixingtaichongtuguochengzhong,ruhebaochihezhongjianshehuizhuliuyishixingtaideningjuli,zheshiyigewomenzaishehuizhuyichujijieduanshijianzhongmianlindexinwenti,shiwomenbudeburenzhensikaoheyanjiudewenti。
二、如何重建社會主流意識形態的凝聚力
無論在東、西方社會,政治權力的“合法性”問題與意識形態的“凝聚力”問題是同一個問題的不同方麵,必須聯係起來加以考慮。下麵我們就分別從政治權力合法性的社會基礎、意識形態與社會政治權力合法性之間的關係入手,探討一下主流意識形態的凝聚力重建問題。
馬克思恩格斯雖然沒有專門論述過“合法性”問題,但我們認為,在曆史唯物主義的有關論述中,已經包含了對社會政治權力“合法性”wentidejieshi。zaiduishehuixingtaidefenxizhong,lishiweiwuzhuyishenkejieshichushangcengjianzhuduijingjijichudeyilaiguanxihefanzuoyong。zaizhezhongyilaihefanzuoyongdeguanxizhong,zhiyoushiyingshehuijingjijichudeshangcengjianzhucainenggoubeijianliqilai。yinci,shehuizhengzhiquanlizhiyoushiyingjingjijichudexuyaocaijuyou“合法性”。在經濟基礎與上層建築之間辯證關係的論述中,馬克思恩格斯第一次客觀、完整和全麵地解釋了社會政治權力存在的“合法性”問題。從曆史唯物主義對政治權力合法性的解釋中可以看到,馬克思恩格斯是從客觀的社會經濟基礎出發來說明上層建築的產生、cunzaihefazhanbianhua,shuomingshangcengjianzhucunzaidehelixing。yinci,yigeshehuizhengzhiquanlishifoujuyouhefaxing,yejiushikantashibushidaibiaoxianjinshengchanlidefazhanyaoqiu,daibiaoxianjinwenhuadeqianjinfangxiang,daibiaozuiguangdarenmindegenbenliyi。[2]這是重建我國社會政治權力“合法性”的基礎。關於這一點,我們可以結合世界社會主義運動的曆史清楚地看到。
當(dang)列(lie)寧(ning)領(ling)導(dao)俄(e)國(guo)共(gong)產(chan)黨(dang)第(di)一(yi)次(ci)建(jian)立(li)起(qi)了(le)社(she)會(hui)主(zhu)義(yi)國(guo)家(jia)時(shi),科(ke)學(xue)社(she)會(hui)主(zhu)義(yi)理(li)論(lun)轉(zhuan)化(hua)成(cheng)了(le)現(xian)實(shi)。在(zai)當(dang)時(shi),對(dui)於(yu)剛(gang)剛(gang)掌(zhang)握(wo)國(guo)家(jia)政(zheng)權(quan)的(de)無(wu)產(chan)階(jie)級(ji)來(lai)說(shuo),政(zheng)治(zhi)權(quan)力(li)的(de)“合法性”不(bu)僅(jin)是(shi)一(yi)個(ge)理(li)論(lun)問(wen)題(ti),同(tong)時(shi)也(ye)是(shi)一(yi)個(ge)非(fei)常(chang)現(xian)實(shi)的(de)實(shi)踐(jian)問(wen)題(ti)。列(lie)寧(ning)從(cong)當(dang)時(shi)蘇(su)俄(e)社(she)會(hui)主(zhu)義(yi)實(shi)踐(jian)出(chu)發(fa),繼(ji)承(cheng)和(he)發(fa)展(zhan)了(le)馬(ma)克(ke)思(si)曆(li)史(shi)唯(wei)物(wu)主(zhu)義(yi)。列(lie)寧(ning)不(bu)僅(jin)清(qing)楚(chu)地(di)認(ren)識(shi)到(dao),具(ju)有(you)“合法性”的政治權力應該是代表了先進的生產力、daibiaolexianjindegemingjiejidezhengzhiquanli,erqiezhezhongzhengzhiquanlihaiyinggaihuodedazhongyishiderentong。zaidazhongyishidechengrenhejienazhong,guojiajigoucainengyouxiaodixingshizhengzhiquanli,cainengyouxiaodifahuizhengzhiquanlideshehuigongneng。lieningzhengshibenzhezheyirenshikaishilesuweiaizhengquandejianshe。
我們知道,十月革命雖然發生在1917年,但嚴格來說,這場革命直到蘇俄國內戰爭結束後才獲完結。十月革命期間,布爾什維克提出的口號是“和平、土地和麵包”,在(zai)當(dang)時(shi),這(zhe)個(ge)口(kou)號(hao)極(ji)大(da)調(tiao)動(dong)了(le)廣(guang)大(da)人(ren)民(min)參(can)與(yu)革(ge)命(ming)的(de)熱(re)情(qing)和(he)積(ji)極(ji)性(xing),列(lie)寧(ning)通(tong)過(guo)正(zheng)確(que)分(fen)析(xi)蘇(su)俄(e)革(ge)命(ming)的(de)現(xian)狀(zhuang)和(he)當(dang)前(qian)主(zhu)要(yao)問(wen)題(ti),英(ying)明(ming)作(zuo)出(chu)決(jue)定(ding),退(tui)出(chu)第(di)一(yi)次(ci)世(shi)界(jie)大(da)戰(zhan),使(shi)當(dang)時(shi)的(de)蘇(su)俄(e)獲(huo)得(de)了(le)和(he)平(ping)。但(dan)事(shi)隔(ge)不(bu)久(jiu),國(guo)內(nei)又(you)爆(bao)發(fa)內(nei)戰(zhan)。當(dang)時(shi)出(chu)於(yu)戰(zhan)爭(zheng)需(xu)要(yao),布(bu)爾(er)什(shen)維(wei)克(ke)黨(dang)實(shi)行(xing)了(le)餘(yu)糧(liang)征(zheng)集(ji)製(zhi)。餘(yu)糧(liang)征(zheng)收(shou)導(dao)致(zhi)了(le)農(nong)民(min)對(dui)當(dang)時(shi)蘇(su)維(wei)埃(ai)政(zheng)權(quan)的(de)不(bu)滿(man),有(you)不(bu)少(shao)農(nong)民(min)參(can)加(jia)了(le)反(fan)對(dui)布(bu)爾(er)什(shen)維(wei)克(ke)的(de)內(nei)戰(zhan)。麵(mian)對(dui)這(zhe)種(zhong)情(qing)況(kuang),列(lie)寧(ning)可(ke)以(yi)有(you)兩(liang)種(zhong)選(xuan)擇(ze):一種是繼續實行軍事共產主義政策,靠國家機器的暴力來維持無產階級專政,鎮壓敵對力量,並以此獲得政治權力的“合法性”;另外還有一種選擇,就是根據當時客觀形勢變化調整路線、方fang針zhen和he政zheng策ce,滿man足zu廣guang大da工gong人ren和he農nong民min的de要yao求qiu。在zai反fan映ying和he代dai表biao廣guang大da人ren民min群qun眾zhong的de根gen本ben利li益yi並bing滿man足zu他ta們men的de利li益yi需xu要yao中zhong,使shi布bu爾er什shen維wei克ke的de政zheng治zhi權quan力li重zhong新xin獲huo得de合he法fa性xing。列lie寧ning選xuan擇ze了le後hou一yi種zhong做zuo法fa。蘇su共gong在zai第di十shi次ci代dai表biao大da會hui上shang決jue定ding廢fei除chu餘yu糧liang征zheng集ji製zhi,開kai始shi推tui行xing新xin經jing濟ji政zheng策ce,調tiao整zheng當dang時shi蘇su俄e的de社she會hui生sheng產chan關guan係xi,使shi它ta適shi應ying社she會hui生sheng產chan力li發fa展zhan狀zhuang況kuang需xu要yao。在zai這zhe一yi調tiao整zheng和he改gai革ge中zhong,國guo內nei經jing濟ji和he政zheng治zhi形xing勢shi發fa生sheng了le驚jing人ren變bian化hua。由you於yu及ji時shi調tiao整zheng了le黨dang的de路lu線xian、方針和政策,增強了同農民的聯盟,國內經濟開始複蘇,由此大大地增強了蘇維埃政權的“合法性”地位。
翻開中國共產黨的80年發展史,我們可以清楚地看到,1949年(nian)中(zhong)國(guo)共(gong)產(chan)黨(dang)領(ling)導(dao)中(zhong)國(guo)人(ren)民(min)推(tui)翻(fan)國(guo)民(min)黨(dang)政(zheng)權(quan)統(tong)治(zhi),在(zai)這(zhe)場(chang)社(she)會(hui)革(ge)命(ming)中(zhong),中(zhong)國(guo)共(gong)產(chan)黨(dang)充(chong)當(dang)了(le)領(ling)導(dao)力(li)量(liang),它(ta)充(chong)分(fen)反(fan)映(ying)社(she)會(hui)大(da)部(bu)分(fen)人(ren)的(de)利(li)益(yi)和(he)需(xu)求(qiu),代(dai)表(biao)了(le)社(she)會(hui)曆(li)史(shi)發(fa)展(zhan)的(de)必(bi)然(ran)趨(qu)勢(shi)。因(yin)此(ci),當(dang)中(zhong)國(guo)共(gong)產(chan)黨(dang)領(ling)導(dao)中(zhong)國(guo)人(ren)民(min)奪(duo)得(de)國(guo)家(jia)政(zheng)權(quan)之(zhi)後(hou),人(ren)民(min)大(da)眾(zhong)對(dui)新(xin)政(zheng)權(quan)熱(re)情(qing)擁(yong)戴(dai)。在(zai)當(dang)時(shi),中(zhong)國(guo)共(gong)產(chan)黨(dang)的(de)政(zheng)治(zhi)權(quan)力(li)有(you)著(zhe)廣(guang)闊(kuo)的(de)社(she)會(hui)基(ji)礎(chu),它(ta)的(de)合(he)法(fa)性(xing)是(shi)不(bu)言(yan)自(zi)明(ming)的(de)。粉(fen)碎(sui)“四人幫”zhihou,zhongguogongchandanglingdaozhongguorenminjinxinggaigekaifang,fazhanjingji,tuidongshehuixiandaihuadejincheng,zheyouyicishunyingleshehuilishifazhanchaoliu,fanyinghedaibiaoleguangdarenminqunzhongdeqieshenliyihexuyao。zaigaigekaifangde20多年中,不但帶來了中國社會經濟、政(zheng)治(zhi)和(he)文(wen)化(hua)的(de)巨(ju)大(da)變(bian)化(hua),同(tong)樣(yang)也(ye)帶(dai)來(lai)了(le)人(ren)民(min)群(qun)眾(zhong)物(wu)質(zhi)生(sheng)活(huo)水(shui)平(ping)的(de)極(ji)大(da)提(ti)高(gao)。因(yin)此(ci),在(zai)改(gai)革(ge)開(kai)放(fang)中(zhong)中(zhong)國(guo)共(gong)產(chan)黨(dang)政(zheng)治(zhi)權(quan)力(li)的(de)基(ji)礎(chu)更(geng)加(jia)牢(lao)固(gu),政(zheng)治(zhi)權(quan)力(li)的(de)“合法性”又you一yi次ci被bei實shi踐jian所suo證zheng明ming。從cong以yi上shang的de曆li史shi回hui顧gu中zhong可ke以yi清qing楚chu地di看kan到dao,社she會hui政zheng治zhi權quan力li的de合he法fa性xing是shi以yi能neng正zheng確que反fan映ying社she會hui曆li史shi發fa展zhan的de必bi然ran趨qu勢shi,能neng順shun應ying廣guang大da民min眾zhong要yao求qiu和he代dai表biao廣guang大da民min眾zhong的de切qie身shen利li益yi、並能找到切實可行的方式去滿足廣大民眾切身利益為基礎的。
在人類社會發展各個時期,占統治地位的意識形態都具有同化大眾意識的凝聚力,使社會在統一的理想、目mu標biao和he方fang向xiang中zhong邁mai進jin。從cong另ling外wai一yi個ge方fang麵mian看kan,社she會hui政zheng治zhi權quan力li同tong時shi也ye是shi在zai意yi識shi形xing態tai的de敘xu述shu和he解jie釋shi中zhong獲huo得de合he法fa性xing,被bei大da眾zhong意yi識shi承cheng認ren和he接jie受shou,並bing承cheng認ren其qi存cun在zai的de合he理li性xing。如ru果guo在zai一yi個ge社she會hui發fa展zhan過guo程cheng中zhong,主zhu流liu意yi識shi形xing態tai的de凝ning聚ju力li減jian弱ruo或huo者zhe喪sang失shi,那na麼me社she會hui的de穩wen定ding和he向xiang心xin力li也ye將jiang減jian弱ruo,由you此ci必bi然ran引yin起qi人ren們men對dui政zheng治zhi權quan力li合he法fa性xing的de懷huai疑yi,產chan生sheng信xin仰yang危wei機ji。因yin此ci,在zai任ren何he一yi種zhong社she會hui形xing態tai中zhong,在zai社she會hui發fa展zhan的de各ge個ge階jie段duan,意yi識shi形xing態tai的de凝ning聚ju力li都dou至zhi關guan重zhong要yao,它ta對dui保bao證zheng政zheng治zhi權quan力li的de合he法fa性xing,保bao持chi社she會hui穩wen定ding,緩huan解jie社she會hui矛mao盾dun和he衝chong突tu,引yin導dao大da眾zhong意yi識shi和he行xing為wei有you著zhe不bu可ke低di估gu的de作zuo用yong。如ru前qian所suo述shu,在zai中zhong國guo社she會hui主zhu義yi初chu級ji階jie段duan中zhong,所suo有you製zhi結jie構gou的de變bian化hua導dao致zhi社she會hui結jie構gou變bian化hua,不bu同tong利li益yi階jie層ceng和he利li益yi集ji團tuan正zheng在zai出chu現xian,社she會hui出chu現xian新xin的de分fen化hua。那na麼me,在zai社she會hui發fa生sheng如ru此ci變bian化hua的de過guo程cheng中zhong,社she會hui政zheng治zhi權quan力li的de“合法性”以(yi)及(ji)意(yi)識(shi)形(xing)態(tai)的(de)凝(ning)聚(ju)力(li)是(shi)否(fou)可(ke)能(neng)在(zai)一(yi)個(ge)新(xin)基(ji)礎(chu)上(shang)重(zhong)建(jian)?如(ru)果(guo)可(ke)能(neng)的(de)話(hua),這(zhe)個(ge)基(ji)礎(chu)何(he)在(zai)?我(wo)們(men)認(ren)為(wei),這(zhe)個(ge)基(ji)礎(chu)就(jiu)是(shi)社(she)會(hui)各(ge)個(ge)階(jie)層(ceng)共(gong)同(tong)的(de)利(li)益(yi),而(er)“三個代表”思想所提出的正是代表了中華民族的共同利益。
中國共產黨成為執政黨之後,領導中國人民進行了50多年的社會主義經濟建設,特別是20多duo年nian的de經jing濟ji改gai革ge,使shi中zhong國guo社she會hui發fa生sheng了le翻fan天tian覆fu地di的de變bian化hua。經jing濟ji改gai革ge必bi然ran帶dai來lai社she會hui結jie構gou的de變bian化hua,這zhe一yi點dian已yi經jing成cheng為wei不bu爭zheng的de事shi實shi。社she會hui結jie構gou的de變bian化hua,各ge種zhong不bu同tong經jing濟ji利li益yi集ji團tuan的de產chan生sheng,必bi然ran對dui執zhi政zheng黨dang如ru何he獲huo得de廣guang大da民min眾zhong的de認ren同tong,如ru何he獲huo得de一yi個ge新xin的de“合法性”基礎提出新的挑戰。筆者認為,麵對新的挑戰,我們在思想觀念上必須有新的突破和發展,在理論和實踐上拓展新的空間和領域。
首先,麵對所發生的巨大社會變化,我們應該緊緊圍繞鄧小平的“社會主義初級階段”理(li)論(lun)這(zhe)個(ge)基(ji)本(ben)出(chu)發(fa)點(dian)來(lai)確(que)定(ding)我(wo)們(men)的(de)方(fang)針(zhen)和(he)政(zheng)策(ce)。既(ji)然(ran)社(she)會(hui)主(zhu)義(yi)發(fa)展(zhan)還(hai)處(chu)於(yu)初(chu)級(ji)階(jie)段(duan),中(zhong)國(guo)共(gong)產(chan)黨(dang)就(jiu)必(bi)須(xu)麵(mian)對(dui)中(zhong)國(guo)社(she)會(hui)的(de)現(xian)狀(zhuang)提(ti)出(chu)自(zi)己(ji)的(de)任(ren)務(wu),製(zhi)定(ding)方(fang)針(zhen)和(he)政(zheng)策(ce),就(jiu)必(bi)須(xu)麵(mian)對(dui)這(zhe)一(yi)客(ke)觀(guan)的(de)國(guo)情(qing)尋(xun)找(zhao)自(zi)己(ji)的(de)“合法性”基礎。這也就是我們通常反複強調的“實事求是”。如ru果guo我wo們men不bu是shi麵mian對dui現xian實shi去qu確que定ding我wo們men黨dang的de目mu標biao,製zhi定ding方fang針zhen和he政zheng策ce,不bu是shi麵mian對dui客ke觀guan現xian實shi去qu確que定ding我wo們men黨dang的de性xing質zhi,而er是shi一yi味wei從cong書shu本ben出chu發fa,從cong脫tuo離li客ke觀guan的de教jiao條tiao出chu發fa,那na麼me我wo們men黨dang將jiang會hui在zai這zhe場chang社she會hui變bian革ge中zhong喪sang失shi自zi己ji的de生sheng命ming力li和he戰zhan鬥dou力li,喪sang失shi自zi己ji的de“合法性”基礎。
其次,我們可以看到,從一定的意義上來說,江澤民同誌的“三個代表”思想正是立足於社會主義初級階段這一現實基礎,麵對20duonianjingjigaigeguochengzhongzhongguoshehuisuochuxiandebianhua,mianduizhongguoshehuigezhongjiecengheliyijituandedexianzhuang,duizhongguogongchandangzaiweilaidefazhanzhongsuolizudejichutichulechuangzaoxingdejianjie。congmouzhongyiyishangjiang,zheshiduilishiweiwuzhuyidexingongxian,shilizuzhongguoshehuizhuyichujijieduandexinshijian,shiyunyongmakesideguojialilundexindianfan。
通tong過guo以yi上shang的de分fen析xi,我wo們men可ke以yi清qing楚chu地di看kan到dao,在zai我wo國guo改gai革ge開kai放fang的de現xian階jie段duan,雖sui然ran社she會hui出chu現xian了le不bu同tong的de利li益yi集ji團tuan和he利li益yi階jie層ceng,但dan在zai現xian階jie段duan重zhong建jian意yi識shi形xing態tai的de凝ning聚ju力li和he政zheng治zhi權quan力li的de合he法fa性xing是shi完wan全quan可ke能neng的de。隻zhi要yao我wo們men以yi“三個代表”為指導,進一步解放思想,實事求是,我們就可能在新形勢下使我們的工作獲得新的進展。
