編者按:近年來,“企業社會責任”這(zhe)個(ge)在(zai)我(wo)國(guo)尚(shang)屬(shu)新(xin)鮮(xian)的(de)話(hua)題(ti),受(shou)到(dao)社(she)會(hui)各(ge)界(jie)的(de)廣(guang)泛(fan)關(guan)注(zhu)和(he)熱(re)烈(lie)討(tao)論(lun)。那(na)麼(me),企(qi)業(ye)是(shi)否(fou)應(ying)當(dang)承(cheng)擔(dan)社(she)會(hui)責(ze)任(ren)?應(ying)當(dang)承(cheng)擔(dan)什(shen)麼(me)樣(yang)的(de)社(she)會(hui)責(ze)任(ren)?它(ta)對(dui)企(qi)業(ye)自(zi)身(shen)的(de)發(fa)展(zhan)和(he)社(she)會(hui)的(de)和(he)諧(xie)有(you)何(he)影(ying)響(xiang)?這(zhe)些(xie)都(dou)是(shi)大(da)家(jia)關(guan)心(xin)並(bing)有(you)廣(guang)泛(fan)爭(zheng)議(yi)的(de)問(wen)題(ti)。從(cong)本(ben)期(qi)起(qi),我(wo)們(men)推(tui)出(chu)“學者談企業社會責任”係列文章,請在此方麵有深入研究的專家就有關問題發表各自觀點,我們也歡迎各界朋友積極參與討論。
企業的成長發展產生的問題

媒體報道並引起社會較大關注的問題,像 食品安全問題、小煤礦的安全問題、建材 裝修的質量問題、企業生產的環境汙染問題、企業雇傭的糾紛、yulaodongfaxiangchongtudeguanlizhidu,shenzhirenmenduiyuqiyezhichishehuigongyishiyeyijiduishehuidejuanxiandengwentidouyuminyingqiyedefazhanyouguan。minyingqiyedekuaisufazhanzhongsuochanshengdezheyixiliewenti,yikaishiriyiyinqiguanzhu。womenyezhuyidao,zaizuijindeyiduanshijianli,zhenduiqiyedeshehuizerenwentidetaolun,bujinyinqileyouguanzhuanjiayushehuiminzhongdeguanzhu,yeyinfalebaokuoqiyejieyijiyuelaiyueduodeqiyejingyingzhedesikao。tamenkaishizaigezhongchanghe,buduanqiangtiaoqiyedeshehuizerenzhegegainian,bingqieyekaishizaixingdongshang,gengjijizhudongdizuochuyixienuli。
其實,對企業發展中的社會責任的思考,並不是民營企業麵對的獨特問題。根據麥肯錫公司最近的一個調查,在針對全球將近4000多名企業CEO的考察中,對於企業應承擔的責任這一問題,強調傳統的觀點,即回答企業主要”的經營目標應該追求“股東利益最大化的CEO的人數,在所調查的人群中僅占16%。另一方麵,人們所認為的企業的社會責任,已經不僅是簡單的捐獻以及促進社會公益事業。這些CEOdeguandiangengqiangtiaoyaotongguoqiyeduishehuidecanyulainuligaibianshehuiziyuandetouzifangxiang。tamenrenwei,qiyesuoyongyoudegengjizhongdeziyuan,suochuangzaodeguanlifangfaheguanlizhishidecaifu,baokuozaiqitashangyelingyuhuodongzhong,yinggaigeishehuidailaibizhijiedejinqianjuanzhugengzhongyaodeyingxiang。qiyeyinggaiyouzerengeishehuidailaigengshenkeyuguangfandeyingxiang。congoumeiqiyedefazhanguochengkan,duiyuqiyeshehuizerenwentidetaolun,yeshikaishiyu20世紀60年代,這是在市場經濟的發展需要產生新秩序、企業探索新的經營模式以及在社會公眾的輿論與壓力下提出來的。我們的民營企業現在所麵臨的也是在企業發展需要做出新的調整、市場的秩序需要進行新的規定的社會轉型時期,社會對企業提出了新的要求。
民營企業在過去20多年的經濟發展過程中,已經扮演了很重要的“中國經濟發展的推動者、主力軍”的角色。現在,社會對民營企業則提出了新的要求,他們需要成為“中國新文化、新道德和新價值體係的建設者”。所以說,社會對企業的社會責任的要求,已經不僅是滿足企業經營直接的“利益相關者”群體的要求,而正在超越傳統的利益群體範圍,擴展到更廣泛的社會領域。[page_break]
什麼是企業的社會責任

正zheng是shi這zhe樣yang的de觀guan點dian促cu使shi人ren們men在zai企qi業ye發fa展zhan的de不bu同tong階jie段duan,尋xun找zhao更geng有you效xiao率lv的de投tou資zi途tu徑jing,從cong而er使shi企qi業ye的de有you限xian資zi源yuan得de到dao最zui好hao的de利li用yong。在zai美mei國guo,考kao慮lv怎zen樣yang使shi企qi業ye提ti高gao企qi業ye績ji效xiao的de問wen題ti,已yi經jing成cheng為wei21世(shi)紀(ji)解(jie)決(jue)企(qi)業(ye)競(jing)爭(zheng)力(li)問(wen)題(ti)的(de)主(zhu)要(yao)工(gong)作(zuo)。根(gen)據(ju)有(you)關(guan)數(shu)據(ju),美(mei)國(guo)的(de)企(qi)業(ye)在(zai)提(ti)高(gao)個(ge)人(ren)績(ji)效(xiao),並(bing)因(yin)此(ci)提(ti)升(sheng)企(qi)業(ye)績(ji)效(xiao)的(de)工(gong)作(zuo)上(shang),大(da)約(yue)每(mei)年(nian)都(dou)會(hui)投(tou)資(zi)超(chao)過(guo)55億美元。但1990年的一項研究表明,美國企業的雇員,大約隻能將自己50%-60%的能力,用於個人績效的提高。即使在組織中績效最好的10%的雇員,也隻能將自己85%-90%的de能neng力li,有you效xiao地di用yong於yu組zu織zhi績ji效xiao的de提ti高gao上shang。基ji於yu這zhe種zhong認ren識shi,人ren們men也ye開kai始shi思si考kao在zai管guan理li中zhong,探tan索suo更geng有you效xiao的de人ren力li資zi源yuan投tou資zi途tu徑jing,保bao證zheng組zu織zhi的de資zi源yuan能neng真zhen正zheng地di轉zhuan化hua到dao個ge人ren與yu組zu織zhi的de實shi際ji績ji效xiao表biao現xian上shang。
中zhong國guo的de民min營ying企qi業ye,也ye已yi經jing開kai始shi認ren識shi到dao人ren力li資zi源yuan對dui企qi業ye經jing營ying的de重zhong要yao性xing,他ta們men開kai始shi試shi圖tu通tong過guo企qi業ye文wen化hua建jian設she以yi及ji改gai善shan雇gu員yuan生sheng產chan與yu生sheng活huo狀zhuang況kuang,並bing開kai展zhan培pei訓xun與yu個ge人ren職zhi業ye發fa展zhan計ji劃hua等deng措cuo施shi,對dui組zu織zhi的de人ren力li資zi源yuan進jin行xing更geng多duo的de投tou資zi。關guan於yu這zhe些xie措cuo施shi的de效xiao果guo,根gen據ju最zui新xin的de全quan球qiu人ren力li資zi源yuan管guan理li調tiao研yan結jie果guo顯xian示shi,隻zhi有you8%的中國員工可以被評價為是具有高敬業度,他們也願意為自己所在的企業做出更多貢獻。但仍然有25%的員工被評價為敬業度很低,在他們之中,有大約60%的人表示自己“打算留在所任職的企業裏”,他們希望留任的原因,僅僅是因為他們感到自己“不太可能在別處找到更好的職位”。而在高敬業度的員工群體中,有41%的人希望能繼續留在現在的企業中。但還是有將近一半的人(占被調查人數的49%),表示自己更願意接受其他企業的聘任,或表明自己目前正在尋找新的更符合自己意願的就業機會。
由you此ci看kan來lai,民min營ying企qi業ye中zhong所suo采cai取qu的de一yi些xie做zuo法fa,效xiao果guo並bing不bu盡jin如ru人ren意yi。如ru果guo對dui這zhe種zhong狀zhuang況kuang做zuo一yi個ge簡jian單dan的de分fen析xi,主zhu要yao的de原yuan因yin之zhi一yi,就jiu是shi這zhe些xie管guan理li的de方fang法fa過guo於yu直zhi接jie地di指zhi向xiang提ti高gao組zu織zhi的de績ji效xiao,這zhe使shi人ren們men感gan到dao企qi業ye倡chang導dao企qi業ye文wen化hua以yi及ji社she會hui責ze任ren的de目mu的de,仍reng是shi在zai維wei護hu企qi業ye,或huo者zhe是shi經jing營ying者zhe的de利li益yi。當dang企qi業ye通tong過guo文wen化hua的de氛fen圍wei給gei雇gu員yuan造zao成cheng一yi種zhong過guo重zhong的de工gong作zuo負fu擔dan與yu壓ya力li,甚shen至zhi當dang企qi業ye文wen化hua已yi經jing成cheng為wei一yi種zhong“死亡文化”,把企業的雇員累死在工作崗位上時,這種精神與文化,還具有社會責任性嗎?我們需要對“鞠躬盡瘁”的工作精神開始反思了。不斷有報道告訴我們,許多老板、雇gu員yuan,甚shen至zhi政zheng府fu官guan員yuan,在zai長chang時shi期qi連lian續xu的de高gao強qiang度du工gong作zuo狀zhuang態tai下xia,最zui終zhong累lei死si在zai自zi己ji的de崗gang位wei。基ji於yu此ci,我wo們men需xu要yao懷huai疑yi,這zhe種zhong傳chuan統tong的de工gong作zuo觀guan念nian是shi否fou是shi社she會hui觀guan念nian上shang的de一yi種zhong誤wu區qu?企qi業ye的de目mu的de在zai於yu為wei社she會hui創chuang造zao財cai富fu,但dan也ye應ying該gai是shi為wei了le讓rang人ren們men享xiang受shou這zhe些xie財cai富fu。我wo們men工gong作zuo的de目mu的de是shi為wei社she會hui、為組織做出貢獻,但也要讓我們享受到快樂。
xindewentikaishicushixuduoqiyejiazhongxinfansiqiyedejingyingguanlimoshi,zaiminyingqiyejiazhong,youxierenzaijingyingsilushangbiaoxianchuzijixionghuaidazhi。tamenyijingkaishijiaoxing,bingyishidao“不能隻考慮自己的一畝三分地”,而要在自己企業的發展思路、管理方法、企(qi)業(ye)積(ji)累(lei)等(deng)多(duo)方(fang)麵(mian),更(geng)多(duo)地(di)站(zhan)在(zai)社(she)會(hui)的(de)高(gao)度(du)上(shang)進(jin)行(xing)思(si)考(kao)。難(nan)能(neng)可(ke)貴(gui)的(de)是(shi),這(zhe)些(xie)觀(guan)點(dian)與(yu)行(xing)為(wei)的(de)出(chu)現(xian),是(shi)在(zai)管(guan)理(li)學(xue)家(jia)的(de)思(si)考(kao)也(ye)比(bi)較(jiao)模(mo)糊(hu)的(de)情(qing)況(kuang)下(xia),這(zhe)些(xie)企(qi)業(ye)家(jia)迫(po)不(bu)及(ji)待(dai)地(di)站(zhan)在(zai)時(shi)代(dai)的(de)高(gao)處(chu),根(gen)據(ju)自(zi)己(ji)直(zhi)覺(jiao)的(de)經(jing)驗(yan),所(suo)提(ti)出(chu)的(de)要(yao)根(gen)據(ju)自(zi)己(ji)的(de)行(xing)為(wei)來(lai)改(gai)變(bian)世(shi)界(jie)的(de)強(qiang)烈(lie)呼(hu)聲(sheng)。但(dan)這(zhe)隻(zhi)是(shi)一(yi)種(zhong)用(yong)理(li)想(xiang)主(zhu)義(yi)觀(guan)點(dian)管(guan)理(li)公(gong)司(si)的(de)做(zuo)法(fa),這(zhe)種(zhong)行(xing)為(wei)缺(que)少(shao)科(ke)學(xue)的(de)理(li)念(nian)基(ji)礎(chu)。但(dan)管(guan)理(li)是(shi)科(ke)學(xue),沒(mei)有(you)科(ke)學(xue)的(de)思(si)想(xiang)與(yu)方(fang)法(fa),隻(zhi)依(yi)靠(kao)直(zhi)覺(jiao)的(de)衝(chong)動(dong)以(yi)及(ji)烏(wu)托(tuo)邦(bang)式(shi)的(de)熱(re)情(qing),是(shi)難(nan)以(yi)產(chan)生(sheng)真(zhen)正(zheng)自(zi)覺(jiao)的(de)行(xing)為(wei)的(de)。

理的確缺少對社會責任的思考。我們依靠傳統的高強度、低待遇、低(di)成(cheng)本(ben)的(de)經(jing)營(ying)方(fang)式(shi)產(chan)生(sheng)的(de)競(jing)爭(zheng)力(li),是(shi)否(fou)能(neng)夠(gou)成(cheng)為(wei)我(wo)們(men)的(de)一(yi)種(zhong)永(yong)久(jiu)的(de)優(you)勢(shi)。還(hai)是(shi)應(ying)該(gai)在(zai)我(wo)們(men)的(de)企(qi)業(ye)發(fa)展(zhan)達(da)到(dao)一(yi)定(ding)水(shui)平(ping)的(de)時(shi)候(hou),就(jiu)應(ying)該(gai)承(cheng)擔(dan)更(geng)多(duo)的(de)社(she)會(hui)責(ze)任(ren),並(bing)因(yin)此(ci)對(dui)我(wo)們(men)的(de)管(guan)理(li)模(mo)式(shi)進(jin)行(xing)及(ji)時(shi)調(tiao)整(zheng)。
對(dui)於(yu)這(zhe)個(ge)問(wen)題(ti),我(wo)們(men)也(ye)應(ying)該(gai)有(you)客(ke)觀(guan)的(de)態(tai)度(du)。因(yin)為(wei),社(she)會(hui)責(ze)任(ren)標(biao)準(zhun)的(de)問(wen)題(ti)存(cun)在(zai)文(wen)化(hua)差(cha)異(yi),在(zai)不(bu)同(tong)的(de)文(wen)化(hua)條(tiao)件(jian)下(xia),人(ren)們(men)對(dui)這(zhe)種(zhong)責(ze)任(ren)的(de)認(ren)識(shi)也(ye)有(you)所(suo)不(bu)同(tong)。同(tong)時(shi),也(ye)存(cun)在(zai)一(yi)個(ge)發(fa)展(zhan)階(jie)段(duan)的(de)問(wen)題(ti),在(zai)企(qi)業(ye)的(de)不(bu)同(tong)發(fa)展(zhan)階(jie)段(duan),由(you)於(yu)能(neng)力(li)有(you)所(suo)不(bu)同(tong),應(ying)該(gai)承(cheng)擔(dan)的(de)社(she)會(hui)責(ze)任(ren)其(qi)內(nei)容(rong)與(yu)範(fan)圍(wei)也(ye)應(ying)該(gai)有(you)所(suo)不(bu)同(tong)。雖(sui)然(ran)我(wo)們(men)在(zai)市(shi)場(chang)的(de)快(kuai)速(su)發(fa)展(zhan)中(zhong),已(yi)經(jing)深(shen)切(qie)地(di)意(yi)識(shi)到(dao)解(jie)決(jue)這(zhe)個(ge)問(wen)題(ti)的(de)必(bi)要(yao)性(xing),但(dan)如(ru)果(guo)完(wan)全(quan)按(an)照(zhao)歐(ou)美(mei)的(de)標(biao)準(zhun)來(lai)衡(heng)量(liang)我(wo)們(men)民(min)營(ying)企(qi)業(ye)的(de)行(xing)為(wei),這(zhe)種(zhong)要(yao)求(qiu)是(shi)否(fou)符(fu)合(he)道(dao)德(de)要(yao)求(qiu),恐(kong)怕(pa)也(ye)需(xu)要(yao)引(yin)起(qi)我(wo)們(men)的(de)討(tao)論(lun)。[page_break]
對企業社會責任概念的分析
