  不斷變化的環境

  隨(sui)著(zhe)風(feng)險(xian)成(cheng)倍(bei)增(zeng)加(jia),許(xu)多(duo)資(zi)產(chan)所(suo)有(you)者(zhe)麵(mian)對(dui)多(duo)個(ge)項(xiang)目(mu)已(yi)捉(zhuo)襟(jin)見(jian)肘(zhou)。在(zai)有(you)的(de)企(qi)業(ye),項(xiang)目(mu)管(guan)理(li)技(ji)能(neng)減(jian)退(tui)了(le)。不(bu)妨(fang)來(lai)看(kan)看(kan)歐(ou)洲(zhou)和(he)北(bei)美(mei)的(de)電(dian)站(zhan),尤(you)其(qi)是(shi)核(he)電(dian)站(zhan)的(de)情(qing)形(xing)。一(yi)些(xie)電(dian)力(li)企(qi)業(ye)近(jin)二(er)十(shi)年(nian)來(lai)都(dou)未(wei)進(jin)行(xing)過(guo)重(zhong)大(da)投(tou)資(zi),部(bu)分(fen)的(de)原(yuan)因(yin)是(shi)規(gui)劃(hua)和(he)施(shi)工(gong)的(de)周(zhou)期(qi)太(tai)長(chang)。在(zai)一(yi)家(jia)電(dian)力(li)企(qi)業(ye),由(you)於(yu)缺(que)乏(fa)係(xi)統(tong)的(de)項(xiang)目(mu)管(guan)理(li)經(jing)驗(yan),在(zai)新(xin)電(dian)站(zhan)的(de)設(she)計(ji)過(guo)程(cheng)中(zhong)無(wu)法(fa)及(ji)早(zao)吸(xi)收(shou)有(you)相(xiang)關(guan)操(cao)作(zuo)背(bei)景(jing)的(de)員(yuan)工(gong)。結(jie)果(guo),項(xiang)目(mu)團(tuan)隊(dui)在(zai)選(xuan)擇(ze)重(zhong)要(yao)組(zu)件(jian)的(de)具(ju)體(ti)規(gui)格(ge)時(shi)主(zhu)要(yao)考(kao)慮(lv)的(de)是(shi)降(jiang)低(di)成(cheng)本(ben)和(he)確(que)保(bao)快(kuai)速(su)安(an)裝(zhuang),卻(que)未(wei)能(neng)認(ren)識(shi)到(dao)這(zhe)些(xie)好(hao)處(chu)從(cong)長(chang)期(qi)來(lai)看(kan)會(hui)被(bei)低(di)效(xiao)運(yun)行(xing)所(suo)抵(di)消(xiao)。

  這類事例比比皆是,但也有一小部分企業成功避開了這些麻煩。考察它們采用的承包方式能為所有資產所有者提供借鑒。

  要有戰略眼光

  一些資產所有者在尋求最大程度優化工程設計、成(cheng)本(ben)和(he)時(shi)間(jian)進(jin)度(du)的(de)時(shi)候(hou),隻(zhi)是(shi)孤(gu)立(li)地(di)看(kan)待(dai)各(ge)個(ge)項(xiang)目(mu),而(er)沒(mei)有(you)充(chong)分(fen)考(kao)慮(lv)到(dao)各(ge)當(dang)前(qian)項(xiang)目(mu)之(zhi)間(jian)或(huo)是(shi)與(yu)未(wei)來(lai)項(xiang)目(mu)之(zhi)間(jian)的(de)潛(qian)在(zai)關(guan)聯(lian)性(xing)。相(xiang)比(bi)之(zhi)下(xia),業(ye)績(ji)卓(zhuo)越(yue)的(de)企(qi)業(ye)往(wang)往(wang)能(neng)深(shen)刻(ke)理(li)解(jie)自(zi)身(shen)資(zi)本(ben)戰(zhan)略(lve)並(bing)清(qing)楚(chu)地(di)意(yi)識(shi)到(dao)當(dang)前(qian)的(de)項(xiang)目(mu)會(hui)如(ru)何(he)影(ying)響(xiang)自(zi)身(shen)未(wei)來(lai)的(de)項(xiang)目(mu),並(bing)將(jiang)承(cheng)包(bao)方(fang)式(shi)的(de)確(que)定(ding)建(jian)立(li)在(zai)這(zhe)樣(yang)的(de)基(ji)礎(chu)上(shang)。

  liru,yixielingxiandeyuanyouqiyezaijinhaifushicaiyouchuanzhidegongchengshejihejianzaoshangcaiyonglebiaozhunhuadefangshi。zhexiechuanzhijianzaigaoxiaoqiekefuzhidepingtaishang,yunxingxiaolvbingmeiyouzhenduijutiyoutiandingzhidechuanzhinamegao。danshi,biaozhunhuashidezichansuoyouzhekeyigengkuaidikaicaiduogeyoutian;考慮到油價走高,這麼做最終能帶來更多盈利(一個日采 1.5 億桶原油的平台,使用標準化方式,比起定製方式,首桶原油最多可提前 7 個月開采出來)。標準化也為原油企業以及其他相關方削減了成本。例如,我們觀察了一家造船公司建造4艘類似船隻的過程,發現從第一艘到最後一艘共花費的時間比傳統方式縮短了1/3。關鍵是每一艘船隻都在同一工場中建造,從而使得在建造後麵的船隻時可以最大程度地吸取前麵的經驗教訓。

  項目層麵

  頂尖企業通過3種方式使他們的各個項目實現最大價值:為交易創建優化的交付模式;精心安排合同授予過程以確保供應商之間充分競爭;設計合同結構使得供應商的激勵機製與自身的激勵機製保持一致。

  正確的模式

  如果資產所有者選擇了不當的承包模式,那麼,即使有為項目的商業論證提供最佳的技術理念或情境分析,也會變得毫無價值。3種原型模式占了主導地位(圖2),但頂尖的資產所有者會通過優化供應商的可用性、zhouxiangkaolvduichengbenhejindudegezhongyingxiangyijiqingchudijiedingzishenjiaoselai,duizhexieyuanxingmoshijiayitiaozheng。cileizichansuoyouzhehuiquedingxiangmudenagecanyuzhenengzuihaodizhixingxiangmudegegezuchengbufen,bingzaixikaolvgongyingshangsuochengdandecaiwufengxianshuiping。
