緊箍咒怎麼加能有效?近日,記者 在廣東省珠海電廠采訪時看到,一種汙染源監控在線工況分析係統解決了原來單一的末端執法數據監控存在的弊端,使在線監控更加準確可靠,受到環保部門和企業的歡迎。

為何能被輕易做手腳?
在線監測設備基本上采用的都是單一的末端監控方式,在線檢測設備先天不足

在(zai)線(xian)監(jian)測(ce)儀(yi)器(qi)為(wei)什(shen)麼(me)能(neng)夠(gou)輕(qing)易(yi)被(bei)做(zuo)手(shou)腳(jiao)呢(ne)?這(zhe)位(wei)負(fu)責(ze)人(ren)說(shuo),目(mu)前(qian)在(zai)線(xian)監(jian)測(ce)設(she)備(bei)基(ji)本(ben)上(shang)采(cai)用(yong)的(de)都(dou)是(shi)單(dan)一(yi)的(de)末(mo)端(duan)監(jian)控(kong)方(fang)式(shi)。雖(sui)然(ran)我(wo)國(guo)當(dang)前(qian)對(dui)於(yu)氣(qi)態(tai)、液態汙染物在線監測設備生產的采樣技術、分析測試方法及在線監測設備的安裝環境、安裝條件等作了一定的規範性技術要求,但是這種在線監測設備先天不足。比如:在線監測設備安裝姿態易變動、采樣管線連接易變動、測試信號線易變動、在線監測設備設定參數易變更、在線監測設備中軟件易變更,這些問題都會影響到測試數據的科學性、公(gong)正(zheng)性(xing)和(he)可(ke)靠(kao)性(xing)。如(ru)果(guo)在(zai)投(tou)入(ru)運(yun)行(xing)後(hou),人(ren)為(wei)對(dui)設(she)備(bei)做(zuo)了(le)變(bian)動(dong),那(na)麼(me)將(jiang)導(dao)致(zhi)測(ce)試(shi)數(shu)據(ju)的(de)嚴(yan)重(zhong)不(bu)可(ke)靠(kao),不(bu)僅(jin)使(shi)花(hua)費(fei)巨(ju)資(zi)建(jian)立(li)的(de)在(zai)線(xian)監(jian)測(ce)設(she)備(bei)無(wu)法(fa)發(fa)揮(hui)監(jian)管(guan)作(zuo)用(yong),甚(shen)至(zhi)會(hui)造(zao)成(cheng)管(guan)理(li)上(shang)的(de)混(hun)亂(luan)。他(ta)認(ren)為(wei),建(jian)設(she)功(gong)能(neng)完(wan)備(bei)、技術先進的汙染源自動監控係統,進一步提高全國汙染源管理的科學化、規範化和自動化水平,是當前汙染源監控工作迫切需要解決的問題。
全過程監測能否辦到?
工況控製數據每個點之間都有相互關係,企業不可能通過改變某一個點的數據弄虛作假,從而確保了監控數據的科學性和可靠性。

企業“全裸”能幹嗎?

“環保部把珠海發電廠作為汙染源監控在線工況分析係統第一家試點企業,我們一開始是有抵觸情緒的。”珠海發電廠運行部長金偉韌告訴記者,上了這套係統,企業在環保局麵前就是“全裸”的。從原料進廠到各工序的運轉情況,再到汙染物的排放,全在環保局的監控之下。“這(zhe)對(dui)我(wo)們(men)企(qi)業(ye)不(bu)公(gong)平(ping)。為(wei)什(shen)麼(me)別(bie)人(ren)不(bu)會(hui)被(bei)看(kan)到(dao),而(er)我(wo)們(men)的(de)一(yi)舉(ju)一(yi)動(dong)都(dou)被(bei)人(ren)看(kan)得(de)一(yi)清(qing)二(er)楚(chu)?我(wo)們(men)一(yi)直(zhi)認(ren)為(wei)我(wo)們(men)是(shi)減(jian)排(pai)大(da)戶(hu),以(yi)往(wang)我(wo)們(men)一(yi)年(nian)的(de)二(er)氧(yang)化(hua)硫(liu)的(de)排(pai)放(fang)量(liang)超(chao)過(guo)3萬噸,現在上了脫硫係統之後就減到了2000噸左右,減排量還是很大的。”金偉韌說,在係統上馬之初,對係統有很強的抵觸情緒。

至(zhi)於(yu)經(jing)濟(ji)效(xiao)益(yi)方(fang)麵(mian),金(jin)偉(wei)韌(ren)告(gao)訴(su)記(ji)者(zhe)說(shuo),上(shang)了(le)上(shang)海(hai)麥(mai)傑(jie)這(zhe)套(tao)在(zai)線(xian)監(jian)測(ce)設(she)備(bei)後(hou),企(qi)業(ye)效(xiao)益(yi)也(ye)得(de)到(dao)了(le)提(ti)高(gao)。通(tong)過(guo)實(shi)時(shi)監(jian)控(kong),可(ke)以(yi)及(ji)時(shi)發(fa)現(xian)設(she)備(bei)可(ke)能(neng)出(chu)現(xian)的(de)問(wen)題(ti),減(jian)少(shao)了(le)設(she)備(bei)的(de)維(wei)修(xiu)次(ci)數(shu),提(ti)高(gao)了(le)設(she)備(bei)的(de)運(yun)行(xing)效(xiao)益(yi);另(ling)外(wai),在(zai)運(yun)行(xing)過(guo)程(cheng)中(zhong)降(jiang)低(di)生(sheng)產(chan)設(she)備(bei)自(zi)用(yong)的(de)消(xiao)耗(hao),把(ba)剩(sheng)下(xia)的(de)電(dian)送(song)出(chu)去(qu)賣(mai)錢(qian),效(xiao)益(yi)還(hai)是(shi)非(fei)常(chang)明(ming)顯(xian)的(de)。他(ta)說(shuo),更(geng)重(zhong)要(yao)的(de)一(yi)點(dian)是(shi),這(zhe)套(tao)係(xi)統(tong)使(shi)電(dian)廠(chang)能(neng)夠(gou)及(ji)時(shi)發(fa)現(xian)生(sheng)產(chan)過(guo)程(cheng)和(he)設(she)備(bei)可(ke)能(neng)出(chu)現(xian)的(de)重(zhong)大(da)隱(yin)患(huan),從(cong)而(er)及(ji)時(shi)采(cai)取(qu)措(cuo)施(shi),避(bi)免(mian)企(qi)業(ye)麵(mian)臨(lin)的(de)風(feng)險(xian)和(he)可(ke)能(neng)遭(zao)受(shou)的(de)重(zhong)大(da)經(jing)濟(ji)損(sun)失(shi)。
環境保護部環境監察局排汙收費管理處處長楊子江告訴記者,當前絕大部分省份的國控和省控重點排汙企業、huagongyuanquhezhongdianwushuichulichangdouyijingjianshelewuranyuanzaixianjiancexitong,yiqianzaixianjiancedeyaoqiubijiaodi,zhishiyaoqiuzaimoduananzhuangjiankongshebei。xianzaibujinyaozaimoduananzhuangjiankongshebei,haiyaoduiqiyeshengchanguochengjinxingjiankong。shanghaimaijiegongsiyanfadezhetaojishujiushicaiyonggongkuangfacongshengchandequanguochengduiqiyejinxingjiankong,tongguoquanmianlejieqiyeshengchandequanguochengqingkuang,zuizhonglaizuozhengjianceshujudekexindu。zheyicongmoduanjiankongxiangshengchanquanguochengshishijiankongdezhuanbian,shiwei“十二五”汙染源監控在廣度、深度上打好基礎,提前做準備,如果效果好,得到環保部門、企業的認可,可以作為“十二五”推廣的技術采納到國家要製定的方案中去。
