產能過剩是個假命題

升級突破新思維
要從根本上解決中國造船業麵臨的難題,首先要解決的是產業戰略問題。當前國家已經出台了《船舶業振興規劃》,這體現了政府對船舶製造業的戰略規劃,今後我國造船業亟需在長期戰略規劃的路徑下實現“官產學研”一體布局,在國家政策的戰略引導下穩步發展。
從(cong)產(chan)業(ye)競(jing)爭(zheng)力(li)角(jiao)度(du)看(kan),一(yi)個(ge)國(guo)家(jia)的(de)任(ren)何(he)一(yi)個(ge)產(chan)業(ye)可(ke)以(yi)在(zai)某(mou)個(ge)階(jie)段(duan)沒(mei)有(you)新(xin)產(chan)品(pin),但(dan)不(bu)可(ke)以(yi)沒(mei)有(you)自(zi)己(ji)的(de)創(chuang)新(xin)體(ti)係(xi)。如(ru)果(guo)不(bu)能(neng)建(jian)立(li)自(zi)己(ji)的(de)創(chuang)新(xin)體(ti)係(xi),就(jiu)隻(zhi)能(neng)追(zhui)隨(sui)其(qi)他(ta)企(qi)業(ye)亦(yi)步(bu)亦(yi)趨(qu),難(nan)以(yi)實(shi)現(xian)自(zi)身(shen)發(fa)展(zhan)。對(dui)中(zhong)國(guo)造(zao)船(chuan)業(ye)來(lai)講(jiang),當(dang)前(qian)更(geng)多(duo)的(de)是(shi)利(li)用(yong)龐(pang)大(da)產(chan)能(neng)在(zai)全(quan)球(qiu)產(chan)業(ye)鏈(lian)中(zhong)扮(ban)演(yan)“加工者”角jiao色se,因yin此ci通tong過guo提ti升sheng自zi主zhu技ji術shu創chuang新xin能neng力li,強qiang化hua在zai國guo際ji海hai事shi組zu織zhi中zhong的de話hua語yu權quan,同tong時shi依yi托tuo技ji術shu平ping台tai構gou建jian起qi相xiang對dui完wan整zheng的de產chan業ye鏈lian,是shi推tui進jin中zhong國guo造zao船chuan業ye產chan業ye結jie構gou調tiao整zheng、提升國際產業地位的必由之路。
