記者:請您從技術層麵上解讀一下,與城市電網相比較,農網智能化建設有何特點?

由於農村電網輻射區域較廣,其配電網采用的建設模式與城市電網不同。城市電網往往采用多電源或雙電源供電、環(huan)網(wang)方(fang)式(shi)運(yun)行(xing),農(nong)村(cun)則(ze)多(duo)采(cai)用(yong)單(dan)輻(fu)射(she)線(xian)的(de)分(fen)段(duan)方(fang)式(shi)。配(pei)電(dian)台(tai)區(qu),就(jiu)是(shi)以(yi)配(pei)電(dian)變(bian)壓(ya)器(qi)變(bian)台(tai)為(wei)核(he)心(xin),向(xiang)低(di)壓(ya)電(dian)網(wang)覆(fu)蓋(gai)的(de)區(qu)域(yu),在(zai)目(mu)前(qian)的(de)城(cheng)市(shi)智(zhi)能(neng)電(dian)網(wang)建(jian)設(she)裏(li),並(bing)不(bu)涉(she)及(ji)台(tai)區(qu)相(xiang)關(guan)內(nei)容(rong)。而(er)麵(mian)向(xiang)農(nong)村(cun)用(yong)戶(hu)的(de)用(yong)電(dian)信(xin)息(xi)采(cai)集(ji)係(xi)統(tong)與(yu)城(cheng)市(shi)電(dian)網(wang)不(bu)同(tong),它(ta)不(bu)需(xu)要(yao)像(xiang)城(cheng)市(shi)電(dian)網(wang)的(de)用(yong)電(dian)信(xin)息(xi)采(cai)集(ji)係(xi)統(tong)那(na)麼(me)功(gong)能(neng)豐(feng)富(fu),但(dan)更(geng)需(xu)要(yao)交(jiao)費(fei)功(gong)能(neng)和(he)用(yong)電(dian)安(an)全(quan)監(jian)測(ce)等(deng)實(shi)用(yong)化(hua)功(gong)能(neng)。

記者:在管理環節,農網智能化建設與城網相比有何區別?

記者:農網營配調管理模式優化第一批試點工程項目均已經通過驗收。在試點的選擇上,具體出於哪些方麵的考慮?
盛萬興:農網智能化試點分布,首先要考慮地域差異性,計劃在我國東部、中部和西部各選一省作為試點;其次考慮管理體製的差異,從國家電網公司直供直管的縣供電企業、與地方實行股份製的縣級供電企業、代管地方資產的縣供電企業三類當中,各選一縣作為試點;另外,在地方經濟及售電量等方麵也要進行差異化選擇。綜合以上考慮,最終選擇浙江鄞州、天津靜海和陝西蒲城作為農網智能化的第一批試點。

記者:在農網智能化推廣過程中,標準體係的建立必不可少。對於標準的製定,日後有哪些工作計劃?
盛萬興:通過已經進行的農網智能化建設,我們目前已經製定了一些新標準,對於新問題的解決進行了補充。比如試點項目中的配電自動化、配(pei)電(dian)台(tai)區(qu)建(jian)設(she)等(deng)方(fang)麵(mian),都(dou)有(you)新(xin)標(biao)準(zhun)的(de)產(chan)生(sheng),但(dan)尚(shang)未(wei)形(xing)成(cheng)完(wan)整(zheng)的(de)體(ti)係(xi)。在(zai)日(ri)後(hou)的(de)農(nong)網(wang)智(zhi)能(neng)化(hua)推(tui)廣(guang)過(guo)程(cheng)中(zhong),將(jiang)會(hui)把(ba)各(ge)個(ge)標(biao)準(zhun)重(zhong)新(xin)梳(shu)理(li),歸(gui)納(na)成(cheng)體(ti)係(xi),並(bing)對(dui)體(ti)係(xi)繼(ji)續(xu)逐(zhu)步(bu)完(wan)善(shan)。國(guo)家(jia)電(dian)網(wang)供(gong)電(dian)區(qu)域(yu)覆(fu)蓋(gai)了(le)近(jin)2000gexian,nongwangzhinenghuadetuiguanggongzuolianghenda。ruojianchengwanbeidebiaozhuntixi,gedizaijianshezhinengnongwangguochengzhongjiukeyiyouzhijiecankao,jiangshituiguanggongzuogengyouchengxiao。rihou,womenhuijiangxiangguanbiaozhuntixizhichengshouce,fangbianzhaxun,haihuixianggeditigongtongyiguigedegongju,zaisheji、建設等環節得以應用。
