眾所周知,隨著經濟形式和發展觀念的轉變,世界各國正在試圖尋找更加環保、節約、低能耗的新型綠色能源經濟管理模式。智能電網的建設,正是實現這一目標的一項關鍵措施。建設適應21世(shi)紀(ji)經(jing)濟(ji)社(she)會(hui)發(fa)展(zhan)需(xu)要(yao)的(de)現(xian)代(dai)電(dian)網(wang),應(ying)對(dui)全(quan)球(qiu)能(neng)源(yuan)發(fa)展(zhan)的(de)新(xin)挑(tiao)戰(zhan),成(cheng)為(wei)世(shi)界(jie)各(ge)國(guo)的(de)普(pu)遍(bian)共(gong)識(shi)和(he)戰(zhan)略(lve)選(xuan)擇(ze)。而(er)實(shi)現(xian)全(quan)球(qiu)化(hua)的(de)智(zhi)能(neng)電(dian)網(wang)合(he)作(zuo)及(ji)電(dian)網(wang)技(ji)術(shu)市(shi)場(chang),是(shi)許(xu)多(duo)國(guo)家(jia)在(zai)探(tan)索(suo)智(zhi)能(neng)電(dian)網(wang)建(jian)設(she)道(dao)路(lu)時(shi)所(suo)關(guan)心(xin)的(de)話(hua)題(ti)。
9月28日,由中國國家電網公司和電氣電子工程師學會(IEEE)聯合主辦的2011智能電網國際論壇在北京開幕,這一國際盛會以“堅強智能電網——21世紀能源發展驅動力”為主題,旨在全麵交流、fenxiangzhinengdianwangyanjiuhejianshejingyan,tuidongquanqiuzhinengdianwangdechuangxinfazhan。zaizheciluntanshang,duoweiyuhuidaibiaodouzhichu,jianshezhinengdianwang,guanjianzhichubingbuzaiyujishufangmiandewenti,erzaiyujianlikezaiquanqiutongyongdezhinengdianwangguojibiaozhun。
目前,不同的國家對於智能電網標準的製定還存在著一定的分歧,而且智能電網涉及許多電氣產品、技(ji)術(shu)和(he)供(gong)應(ying)商(shang)的(de)利(li)益(yi),不(bu)同(tong)產(chan)品(pin)供(gong)應(ying)商(shang)會(hui)采(cai)用(yong)不(bu)同(tong)的(de)技(ji)術(shu)和(he)標(biao)準(zhun),選(xuan)用(yong)某(mou)種(zhong)產(chan)品(pin)有(you)時(shi)會(hui)出(chu)現(xian)不(bu)同(tong)的(de)發(fa)展(zhan)方(fang)向(xiang)和(he)走(zou)勢(shi)。這(zhe)對(dui)於(yu)實(shi)現(xian)全(quan)球(qiu)智(zhi)能(neng)電(dian)網(wang)的(de)互(hu)操(cao)作(zuo)性(xing)來(lai)說(shuo),無(wu)疑(yi)是(shi)一(yi)種(zhong)阻(zu)礙(ai)。而(er)為(wei)了(le)實(shi)現(xian)區(qu)域(yu)間(jian)的(de)資(zi)源(yuan)優(you)化(hua)調(tiao)配(pei)和(he)規(gui)模(mo)經(jing)濟(ji),智(zhi)能(neng)電(dian)網(wang)的(de)未(wei)來(lai)發(fa)展(zhan)趨(qu)勢(shi)必(bi)將(jiang)是(shi)覆(fu)蓋(gai)全(quan)國(guo)甚(shen)至(zhi)全(quan)世(shi)界(jie)的(de)大(da)範(fan)圍(wei)能(neng)源(yuan)係(xi)統(tong),因(yin)此(ci),製(zhi)定(ding)統(tong)一(yi)的(de)標(biao)準(zhun)成(cheng)為(wei)世(shi)界(jie)各(ge)國(guo)發(fa)展(zhan)智(zhi)能(neng)電(dian)網(wang)時(shi)亟(ji)需(xu)合(he)作(zuo)解(jie)決(jue)的(de)問(wen)題(ti)。

美(mei)國(guo)駐(zhu)華(hua)大(da)使(shi)駱(luo)家(jia)輝(hui)也(ye)指(zhi)出(chu),實(shi)現(xian)智(zhi)能(neng)電(dian)網(wang)的(de)障(zhang)礙(ai)不(bu)是(shi)技(ji)術(shu)性(xing)障(zhang)礙(ai),事(shi)實(shi)上(shang),智(zhi)能(neng)電(dian)網(wang)互(hu)聯(lian)的(de)技(ji)術(shu)和(he)支(zhi)持(chi)現(xian)在(zai)已(yi)經(jing)以(yi)某(mou)一(yi)種(zhong)形(xing)式(shi)存(cun)在(zai)了(le),如(ru)同(tong)在(zai)辦(ban)公(gong)室(shi)或(huo)者(zhe)工(gong)廠(chang)裏(li)麵(mian)把(ba)不(bu)同(tong)的(de)計(ji)算(suan)機(ji)聯(lian)在(zai)一(yi)起(qi)一(yi)樣(yang),智(zhi)能(neng)電(dian)網(wang)和(he)網(wang)絡(luo)技(ji)術(shu)在(zai)某(mou)些(xie)角(jiao)度(du)上(shang)是(shi)十(shi)分(fen)相(xiang)像(xiang)的(de)。但(dan)是(shi),要(yao)實(shi)現(xian)互(hu)聯(lian)的(de)關(guan)鍵(jian)就(jiu)是(shi)要(yao)製(zhi)定(ding)一(yi)些(xie)共(gong)同(tong)的(de)規(gui)範(fan)和(he)使(shi)世(shi)界(jie)各(ge)地(di)的(de)智(zhi)能(neng)電(dian)網(wang)的(de)標(biao)準(zhun)協(xie)調(tiao)化(hua)。“所有國家必須要和每一個國家合作,而不是少數幾個國家,而且必須要本著共同的目標。”駱家輝稱。

我(wo)國(guo)國(guo)家(jia)電(dian)網(wang)公(gong)司(si)總(zong)經(jing)理(li)劉(liu)振(zhen)亞(ya)也(ye)在(zai)會(hui)上(shang)介(jie)紹(shao)了(le)中(zhong)國(guo)在(zai)製(zhi)定(ding)智(zhi)能(neng)電(dian)網(wang)國(guo)際(ji)標(biao)準(zhun)方(fang)麵(mian)的(de)成(cheng)果(guo)。目(mu)前(qian),我(wo)國(guo)正(zheng)在(zai)建(jian)立(li)一(yi)套(tao)智(zhi)能(neng)電(dian)網(wang)技(ji)術(shu)標(biao)準(zhun)體(ti)係(xi),並(bing)積(ji)極(ji)參(can)與(yu)國(guo)際(ji)標(biao)準(zhun)的(de)製(zhi)定(ding)。據(ju)統(tong)計(ji),我(wo)國(guo)已(yi)建(jian)立(li)了(le)特(te)高(gao)壓(ya)與(yu)智(zhi)能(neng)電(dian)網(wang)技(ji)術(shu)的(de)標(biao)準(zhun)體(ti)係(xi),發(fa)布(bu)了(le)267項企業標準、39項行業標準和20項國家標準,主導編製了7項國際標準。
此外,就在國際論壇召開前不久,IEEE標準協會剛剛批準了IEEE2030TM-《IEEE P2030 能源技術和信息技術與電力係統(EPS)、最終應用及負荷的智能電網互操作性指南》。zheyizhinanweiquanqiulingxiandezhinengdianwangdehucaozuoxingtigongleshiyonggongjuhejichuzhishizhinan,zaojiuleshijiezhinengdianwanghucaozuolingyuzhongdediyigejichuxingbiaozhun,xuangaolezhinengdianwangdehulianxinghehucaozuoxingjishudeshixian。duiyuzhidingquanqiuzhinengdianwanghezuodetongyibiaozhunzheyirenwulaishuo,gaichengguowuyijiangshiyigeshifenzhongyaodelichengbei。
可(ke)見(jian),盡(jin)管(guan)世(shi)界(jie)各(ge)國(guo)對(dui)智(zhi)能(neng)電(dian)網(wang)的(de)技(ji)術(shu)發(fa)展(zhan)方(fang)向(xiang)和(he)水(shui)平(ping)不(bu)同(tong),但(dan)都(dou)認(ren)識(shi)到(dao)實(shi)現(xian)智(zhi)能(neng)電(dian)網(wang)互(hu)聯(lian)將(jiang)更(geng)加(jia)有(you)利(li)於(yu)國(guo)際(ji)間(jian)的(de)貿(mao)易(yi)與(yu)能(neng)源(yuan)優(you)化(hua)調(tiao)配(pei),最(zui)終(zhong)實(shi)現(xian)綠(lv)色(se)環(huan)保(bao)的(de)經(jing)濟(ji)轉(zhuan)型(xing)。基(ji)於(yu)這(zhe)樣(yang)的(de)共(gong)識(shi),各(ge)國(guo)非(fei)常(chang)有(you)必(bi)要(yao)通(tong)過(guo)國(guo)際(ji)交(jiao)流(liu)與(yu)合(he)作(zuo),為(wei)製(zhi)定(ding)可(ke)行(xing)的(de)通(tong)用(yong)智(zhi)能(neng)電(dian)網(wang)標(biao)準(zhun)而(er)努(nu)力(li)。
