fengnengzuoweiditanjingjifazhanzhongqingjiedekezaishengnengyuan,yuelaiyueshoudaoshijiegeguodezhongshi。fengdianjishuriyichengshu,yingyongguimoyuelaiyueda。fazhanyifengdianweidaibiaodekezaishengnengyuan,yichengweishijiegeguoyingduiweilainengyuananquanheqihoubianhuayalidechangqicelve。woguokekaifadefengnengqianlijuda,lushangjiahaishangdezongliangyuewei7億-12億千瓦,風電將成為我國未來能源結構中重要組成部分。大量風電機組的並網發電,成為我國完成節能減排目標、加快能源結構調整的重要力量。當前風電成為能源領域增長最快的行業。我國風電總裝機容量排在美國、德國、西班牙之後居世界第四位。但總體來看,我國風電產業總體競爭力仍然較弱,主要存在以下問題:
一、風(feng)電(dian)產(chan)業(ye)鏈(lian)不(bu)夠(gou)完(wan)善(shan),產(chan)能(neng)過(guo)剩(sheng)技(ji)術(shu)缺(que)失(shi)。國(guo)內(nei)風(feng)電(dian)裝(zhuang)機(ji)容(rong)量(liang)在(zai)連(lian)續(xu)幾(ji)年(nian)實(shi)現(xian)翻(fan)番(fan)增(zeng)長(chang)後(hou),在(zai)今(jin)年(nian)迎(ying)來(lai)了(le)由(you)迅(xun)猛(meng)增(zeng)長(chang)向(xiang)平(ping)穩(wen)增(zeng)長(chang)的(de)過(guo)渡(du),當(dang)前(qian)以(yi)及(ji)未(wei)來(lai)幾(ji)年(nian)國(guo)內(nei)風(feng)電(dian)裝(zhuang)機(ji)容(rong)量(liang)放(fang)緩(huan)的(de)趨(qu)勢(shi)基(ji)本(ben)上(shang)已(yi)成(cheng)定(ding)局(ju)。一(yi)是(shi)產(chan)業(ye)發(fa)展(zhan)無(wu)長(chang)遠(yuan)規(gui)劃(hua)。我(wo)國(guo)風(feng)電(dian)產(chan)業(ye)市(shi)場(chang)無(wu)序(xu)競(jing)爭(zheng)和(he)盲(mang)目(mu)發(fa)展(zhan)狀(zhuang)況(kuang)嚴(yan)重(zhong),產(chan)業(ye)布(bu)局(ju)、技ji術shu創chuang新xin及ji設she備bei製zhi造zao都dou缺que乏fa統tong一yi規gui劃hua安an排pai。目mu前qian國guo內nei陸lu上shang風feng力li資zi源yuan非fei常chang豐feng富fu的de地di區qu基ji本ben上shang都dou已yi經jing建jian設she了le風feng電dian場chang,而er海hai上shang風feng電dian場chang和he陸lu上shang低di風feng速su風feng電dian場chang由you於yu技ji術shu條tiao件jian的de限xian製zhi,現xian階jie段duan還hai未wei迎ying來lai大da規gui模mo開kai發fa期qi。二er是shi由you於yu風feng電dian場chang設she計ji、建設、運行和調度管理薄弱。缺少國家研發機構、公共測試平台以及標準、檢測、renzhengtixiheduiguoneichanyedebaohu。sanshiguoneifengdianchanyezhiqianguofenzhongshisuduguimodefazhanlujingshibukechixude,zaiguoneifengdianzhuangjirongliangdadaoshijiediyiyihou,kongzhifengdianchanyedefazhanjiezou、促使風電產業向質量效益型轉變是必然的選擇。
二、缺(que)乏(fa)完(wan)善(shan)的(de)定(ding)價(jia)稅(shui)收(shou)政(zheng)策(ce),製(zhi)約(yue)了(le)產(chan)業(ye)發(fa)展(zhan)積(ji)極(ji)性(xing)。盡(jin)管(guan)目(mu)前(qian)國(guo)家(jia)扶(fu)持(chi)可(ke)再(zai)生(sheng)能(neng)源(yuan)的(de)三(san)類(lei)政(zheng)策(ce)已(yi)經(jing)出(chu)台(tai)試(shi)行(xing),但(dan)是(shi)具(ju)體(ti)到(dao)風(feng)力(li)發(fa)電(dian),仍(reng)沒(mei)有(you)製(zhi)定(ding)風(feng)電(dian)稅(shui)種(zhong)。風(feng)力(li)發(fa)電(dian)隻(zhi)用(yong)大(da)自(zi)然(ran)賜(ci)予(yu)的(de)風(feng)能(neng),沒(mei)有(you)燃(ran)料(liao)和(he)其(qi)它(ta)原(yuan)材(cai)料(liao)進(jin)項(xiang)稅(shui)抵(di)扣(kou),而(er)稅(shui)務(wu)部(bu)門(men)比(bi)照(zhao)火(huo)電(dian)按(an)17%的de稅shui率lv征zheng收shou風feng電dian增zeng值zhi稅shui,在zai事shi實shi上shang增zeng加jia了le風feng電dian成cheng本ben,不bu僅jin沒mei有you扶fu持chi和he鼓gu勵li風feng力li發fa電dian,反fan而er在zai一yi定ding程cheng度du上shang製zhi約yue了le風feng電dian的de發fa展zhan,這zhe不bu能neng不bu說shuo是shi一yi種zhong缺que憾han。
三、電dian網wang建jian設she滯zhi後hou,造zao成cheng風feng電dian輸shu出chu難nan。由you於yu風feng能neng資zi源yuan遠yuan離li負fu荷he中zhong心xin,因yin此ci在zai風feng電dian發fa展zhan規gui劃hua中zhong電dian網wang要yao求qiu超chao前qian建jian設she,以yi利li於yu風feng電dian接jie入ru。如ru果guo電dian網wang建jian設she跟gen不bu上shang,發fa了le電dian也ye輸shu不bu出chu來lai。我wo國guo陸lu上shang可ke開kai發fa風feng能neng資zi源yuan的de90%集中分布在電網薄弱地區或遠離電網的內蒙、甘肅、新疆一帶,容納風電能力很小。由於沒有把風電納入電網規劃,按照目前情況,即使200萬wan千qian瓦wa風feng電dian裝zhuang機ji並bing網wang都dou有you困kun難nan,更geng談tan不bu上shang大da規gui模mo發fa展zhan風feng電dian。對dui於yu風feng電dian裝zhuang機ji容rong量liang領ling先xian全quan國guo的de內nei蒙meng古gu而er言yan,似si乎hu已yi經jing成cheng為wei了le一yi種zhong幸xing福fu的de煩fan惱nao。以yi內nei蒙meng古gu風feng電dian為wei例li,在zai中zhong國guo部bu分fen地di區qu因yin電dian煤mei緊jin張zhang而er出chu現xian拉la閘zha限xian電dian的de時shi候hou,內nei蒙meng古gu自zi治zhi區qu卻que因yin電dian力li外wai送song通tong道dao不bu暢chang有you430wanqianwadefengdianjizuzaiwanjiantingzhuan。jinguanzaibaitianyongdiangaofengqi,neimenggudianwangkequanbuxiaonazhexiefengdianjizu,danzaiyewanyongdiandigushiqi,youyuyaoquebaohuodiangongrejizudeyunxing,budeburangfengjiqifengtingzhuan。zhexiangdangyuneimenggupangdadefengdianchangyou320萬千瓦的風電機組不能出力,比例占到80%。而夜間,正是草原上風力最大、最穩定的黃金發電時刻。發出的電卻不能完全上網,網受限製影響了風電企業的盈利。
四、缺乏國內風機設計標準,風電發電效率低下。我國風電發電效率遠遠低於國際平均水平。數據顯示,我國風電機組的平均利用率在20%左右,而國際平均水平在25%至30%zhijian。qizhongyaoyuanyinshiwoguofengdianshebeitebieshifengjidezhiliangbuwending,tongshi,youyuwoguoshejifengjidebiaozhunduoshianzhaoouzhoubiaozhunlaishejide,youshinanyishiyingguoneideteshuhuanjing。
在(zai)加(jia)快(kuai)我(wo)國(guo)經(jing)濟(ji)社(she)會(hui)發(fa)展(zhan)的(de)同(tong)時(shi),需(xu)要(yao)在(zai)借(jie)鑒(jian)國(guo)外(wai)以(yi)往(wang)工(gong)業(ye)文(wen)明(ming)進(jin)程(cheng)的(de)經(jing)驗(yan),但(dan)要(yao)結(jie)合(he)我(wo)國(guo)特(te)色(se),形(xing)成(cheng)符(fu)合(he)我(wo)國(guo)國(guo)情(qing)的(de)一(yi)種(zhong)新(xin)型(xing)工(gong)業(ye)化(hua)的(de)方(fang)式(shi)。在(zai)引(yin)進(jin)國(guo)外(wai)的(de)先(xian)進(jin)循(xun)環(huan)經(jing)濟(ji)節(jie)能(neng)、減jian排pai技ji術shu的de同tong時shi,更geng要yao注zhu重zhong開kai發fa適shi合he我wo國guo國guo情qing的de風feng電dian技ji術shu和he設she備bei。要yao完wan成cheng自zi主zhu創chuang新xin,實shi現xian我wo國guo風feng電dian產chan業ye的de跨kua越yue式shi發fa展zhan,需xu要yao考kao慮lv以yi下xia幾ji個ge問wen題ti:
一、jianliwoguofengdianchanyejishuchuangxintixi。jishuchuangxintixidejianlishichuangxinxingqiyefazhandejichu,chuangxinxingqiyebixuyongyouzizhuzhishichanquan。danzizhuzhishipinpaidehuodehechixuchuangxinnenglidezengqiang,chulezhuyaoyikaoqiyedezishennuliwai,haixuyaoguojiageiyuzhongdiandefuchiheyindao。yinci,zaitiaojianjiaohaodefengdianzhengjiqiyehelingbujianqiyekeyijinxingshidian,duiqiyanfajigou、研發人員、研發項目、專利申請、產品品牌和能力建設等方麵提出具體要求和量化指標。在建立風電產業創新體係的過程中,要注意加強產、學、研的聯合,通過整合資源、聯合創新、合理安排市場份額和知識產權的情況下,建立以企業為主體,市場為導向,產學研相結合的風電產業技術創新體係,使風電企業、科研機構和高等院校優勢互補,共同發展。
二、製(zhi)定(ding)我(wo)國(guo)風(feng)能(neng)發(fa)展(zhan)技(ji)術(shu)路(lu)線(xian)圖(tu)。製(zhi)定(ding)風(feng)能(neng)發(fa)展(zhan)技(ji)術(shu)路(lu)線(xian)圖(tu)是(shi)世(shi)界(jie)上(shang)風(feng)能(neng)發(fa)展(zhan)先(xian)進(jin)國(guo)家(jia)的(de)一(yi)個(ge)成(cheng)功(gong)經(jing)驗(yan),在(zai)我(wo)國(guo)風(feng)電(dian)產(chan)業(ye)發(fa)展(zhan)中(zhong)也(ye)應(ying)該(gai)根(gen)據(ju)世(shi)界(jie)風(feng)能(neng)技(ji)術(shu)發(fa)展(zhan)趨(qu)勢(shi)和(he)我(wo)國(guo)基(ji)本(ben)國(guo)情(qing),製(zhi)定(ding)我(wo)國(guo)發(fa)展(zhan)風(feng)電(dian)的(de)技(ji)術(shu)路(lu)線(xian)圖(tu)。其(qi)中(zhong)應(ying)該(gai)包(bao)含(han)我(wo)國(guo)風(feng)能(neng)技(ji)術(shu)發(fa)展(zhan)方(fang)向(xiang)、技(ji)術(shu)發(fa)展(zhan)目(mu)標(biao),技(ji)術(shu)發(fa)展(zhan)途(tu)徑(jing)以(yi)及(ji)相(xiang)應(ying)的(de)保(bao)障(zhang)措(cuo)施(shi)。另(ling)外(wai),針(zhen)對(dui)風(feng)能(neng)技(ji)術(shu)進(jin)步(bu)和(he)產(chan)業(ye)發(fa)展(zhan)的(de)需(xu)要(yao),在(zai)技(ji)術(shu)發(fa)展(zhan)路(lu)線(xian)圖(tu)中(zhong)還(hai)應(ying)對(dui)我(wo)國(guo)風(feng)電(dian)產(chan)業(ye)的(de)關(guan)鍵(jian)科(ke)學(xue)問(wen)題(ti)和(he)關(guan)鍵(jian)技(ji)術(shu)問(wen)題(ti)進(jin)行(xing)剖(pou)析(xi),為(wei)我(wo)國(guo)科(ke)學(xue)製(zhi)定(ding)風(feng)電(dian)發(fa)展(zhan)規(gui)劃(hua)和(he)項(xiang)目(mu)提(ti)供(gong)科(ke)學(xue)依(yi)據(ju)。
三、建(jian)設(she)我(wo)國(guo)風(feng)電(dian)公(gong)共(gong)技(ji)術(shu)服(fu)務(wu)平(ping)台(tai)。公(gong)共(gong)技(ji)術(shu)服(fu)務(wu)平(ping)台(tai)是(shi)產(chan)業(ye)能(neng)力(li)建(jian)設(she)的(de)重(zhong)要(yao)方(fang)麵(mian),對(dui)促(cu)進(jin)風(feng)電(dian)企(qi)業(ye)技(ji)術(shu)創(chuang)新(xin)有(you)十(shi)分(fen)重(zhong)要(yao)的(de)作(zuo)用(yong)。主(zhu)要(yao)包(bao)括(kuo)風(feng)電(dian)產(chan)業(ye)的(de)技(ji)術(shu)標(biao)準(zhun)、技術信息、技術數據、設備儀器、技術谘詢和技術培訓等,可以由風電企業、科研機構、高等院校,包括國家重點實驗室和國家工程技術研究中心等的聯合,共同對我國風能資源進行整合,實現資源共享,使具有資金、市場和理念優勢的風電企業與具有人才、科研和開發優勢的院所結成產學研聯合體,逐步實現我國風能資源的有效利用,並在此基礎上成立風能研發中心、檢測中心、認證中心、信息中心和培訓中心。通過建立完善的風機標準、檢測、認ren證zheng體ti係xi,使shi得de所suo有you風feng機ji必bi須xu通tong過guo我wo國guo認ren證zheng機ji構gou的de認ren證zheng和he檢jian測ce,才cai能neng進jin入ru我wo國guo市shi場chang銷xiao售shou,這zhe樣yang既ji保bao證zheng了le風feng機ji質zhi量liang,又you能neng夠gou促cu進jin風feng機ji技ji術shu積ji累lei。
四、“兩步走”解jie決jue風feng電dian輸shu出chu瓶ping頸jing。第di一yi步bu,盡jin快kuai建jian設she西xi部bu電dian網wang向xiang東dong輸shu電dian第di二er通tong道dao串chuan補bu工gong程cheng,逐zhu步bu將jiang西xi部bu電dian網wang向xiang國guo家jia電dian網wang外wai送song電dian。第di二er步bu,國guo家jia像xiang支zhi持chi風feng電dian發fa電dian企qi業ye一yi樣yang支zhi持chi風feng電dian通tong道dao建jian設she,建jian設she幾ji條tiao西xi部bu向xiang華hua北bei、向華東地區的輸電線路,以滿足風電的上網和輸送需求。
總之,在低碳經濟時代,作為戰略性新興產業的風電業可以解決我國能源供應、eryanghuatanpaifangdengwenti。fengdianchanyefujiazhijiaogao,chanyeliantiaochang,ziyuanxiaohaojiaoshao,duijingjihejiuyedeladongzuoyongxianzhu,yinci,fengdianchanyedechuangxinfazhanzhideguanzhuheshensi。
