風(feng)能(neng)作(zuo)為(wei)低(di)碳(tan)經(jing)濟(ji)發(fa)展(zhan)中(zhong)清(qing)潔(jie)的(de)可(ke)再(zai)生(sheng)能(neng)源(yuan),越(yue)來(lai)越(yue)受(shou)到(dao)世(shi)界(jie)各(ge)國(guo)的(de)重(zhong)視(shi)。風(feng)電(dian)技(ji)術(shu)日(ri)益(yi)成(cheng)熟(shu),應(ying)用(yong)規(gui)模(mo)越(yue)來(lai)越(yue)大(da)。發(fa)展(zhan)以(yi)風(feng)電(dian)為(wei)代(dai)表(biao)的(de)可(ke)再(zai)生(sheng)能(neng)源(yuan),已(yi)成(cheng)為(wei)世(shi)界(jie)各(ge)國(guo)應(ying)對(dui)未(wei)來(lai)能(neng)源(yuan)安(an)全(quan)和(he)氣(qi)候(hou)變(bian)化(hua)壓(ya)力(li)的(de)長(chang)期(qi)策(ce)略(lve)。我(wo)國(guo)可(ke)開(kai)發(fa)的(de)風(feng)能(neng)潛(qian)力(li)巨(ju)大(da),陸(lu)上(shang)加(jia)海(hai)上(shang)的(de)總(zong)量(liang)約(yue)為(wei)7億-12億千瓦,風電將成為我國未來能源結構中重要組成部分。大量風電機組的並網發電,成為我國完成節能減排目標、加快能源結構調整的重要力量。當前風電成為能源領域增長最快的行業。我國風電總裝機容量排在美國、德國、西班牙之後居世界第四位。但總體來看,我國風電產業總體競爭力仍然較弱,主要存在以下問題:
一、風feng電dian產chan業ye鏈lian不bu夠gou完wan善shan,產chan能neng過guo剩sheng技ji術shu缺que失shi。國guo內nei風feng電dian裝zhuang機ji容rong量liang在zai連lian續xu幾ji年nian實shi現xian翻fan番fan增zeng長chang後hou,在zai今jin年nian迎ying來lai了le由you迅xun猛meng增zeng長chang向xiang平ping穩wen增zeng長chang的de過guo渡du,當dang前qian以yi及ji未wei來lai幾ji年nian國guo內nei風feng電dian裝zhuang機ji容rong量liang放fang緩huan的de趨qu勢shi基ji本ben上shang已yi成cheng定ding局ju。一yi是shi產chan業ye發fa展zhan無wu長chang遠yuan規gui劃hua。我wo國guo風feng電dian產chan業ye市shi場chang無wu序xu競jing爭zheng和he盲mang目mu發fa展zhan狀zhuang況kuang嚴yan重zhong,產chan業ye布bu局ju、技ji術shu創chuang新xin及ji設she備bei製zhi造zao都dou缺que乏fa統tong一yi規gui劃hua安an排pai。目mu前qian國guo內nei陸lu上shang風feng力li資zi源yuan非fei常chang豐feng富fu的de地di區qu基ji本ben上shang都dou已yi經jing建jian設she了le風feng電dian場chang,而er海hai上shang風feng電dian場chang和he陸lu上shang低di風feng速su風feng電dian場chang由you於yu技ji術shu條tiao件jian的de限xian製zhi,現xian階jie段duan還hai未wei迎ying來lai大da規gui模mo開kai發fa期qi。二er是shi由you於yu風feng電dian場chang設she計ji、建設、運行和調度管理薄弱。缺少國家研發機構、公共測試平台以及標準、檢測、認ren證zheng體ti係xi和he對dui國guo內nei產chan業ye的de保bao護hu。三san是shi國guo內nei風feng電dian產chan業ye之zhi前qian過guo分fen重zhong視shi速su度du規gui模mo的de發fa展zhan路lu徑jing是shi不bu可ke持chi續xu的de,在zai國guo內nei風feng電dian裝zhuang機ji容rong量liang達da到dao世shi界jie第di一yi以yi後hou,控kong製zhi風feng電dian產chan業ye的de發fa展zhan節jie奏zou、促使風電產業向質量效益型轉變是必然的選擇。
二、quefawanshandedingjiashuishouzhengce,zhiyuelechanyefazhanjijixing。jinguanmuqianguojiafuchikezaishengnengyuandesanleizhengceyijingchutaishixing,danshijutidaofenglifadian,rengmeiyouzhidingfengdianshuizhong。fenglifadianzhiyongdaziranciyudefengneng,meiyouranliaoheqitayuancailiaojinxiangshuidikou,ershuiwubumenbizhaohuodianan17%的de稅shui率lv征zheng收shou風feng電dian增zeng值zhi稅shui,在zai事shi實shi上shang增zeng加jia了le風feng電dian成cheng本ben,不bu僅jin沒mei有you扶fu持chi和he鼓gu勵li風feng力li發fa電dian,反fan而er在zai一yi定ding程cheng度du上shang製zhi約yue了le風feng電dian的de發fa展zhan,這zhe不bu能neng不bu說shuo是shi一yi種zhong缺que憾han。
三、dianwangjianshezhihou,zaochengfengdianshuchunan。youyufengnengziyuanyuanlifuhezhongxin,yincizaifengdianfazhanguihuazhongdianwangyaoqiuchaoqianjianshe,yiliyufengdianjieru。ruguodianwangjianshegenbushang,faledianyeshubuchulai。woguolushangkekaifafengnengziyuande90%集中分布在電網薄弱地區或遠離電網的內蒙、甘肅、新疆一帶,容納風電能力很小。由於沒有把風電納入電網規劃,按照目前情況,即使200萬(wan)千(qian)瓦(wa)風(feng)電(dian)裝(zhuang)機(ji)並(bing)網(wang)都(dou)有(you)困(kun)難(nan),更(geng)談(tan)不(bu)上(shang)大(da)規(gui)模(mo)發(fa)展(zhan)風(feng)電(dian)。對(dui)於(yu)風(feng)電(dian)裝(zhuang)機(ji)容(rong)量(liang)領(ling)先(xian)全(quan)國(guo)的(de)內(nei)蒙(meng)古(gu)而(er)言(yan),似(si)乎(hu)已(yi)經(jing)成(cheng)為(wei)了(le)一(yi)種(zhong)幸(xing)福(fu)的(de)煩(fan)惱(nao)。以(yi)內(nei)蒙(meng)古(gu)風(feng)電(dian)為(wei)例(li),在(zai)中(zhong)國(guo)部(bu)分(fen)地(di)區(qu)因(yin)電(dian)煤(mei)緊(jin)張(zhang)而(er)出(chu)現(xian)拉(la)閘(zha)限(xian)電(dian)的(de)時(shi)候(hou),內(nei)蒙(meng)古(gu)自(zi)治(zhi)區(qu)卻(que)因(yin)電(dian)力(li)外(wai)送(song)通(tong)道(dao)不(bu)暢(chang)有(you)430wanqianwadefengdianjizuzaiwanjiantingzhuan。jinguanzaibaitianyongdiangaofengqi,neimenggudianwangkequanbuxiaonazhexiefengdianjizu,danzaiyewanyongdiandigushiqi,youyuyaoquebaohuodiangongrejizudeyunxing,budeburangfengjiqifengtingzhuan。zhexiangdangyuneimenggupangdadefengdianchangyou320萬千瓦的風電機組不能出力,比例占到80%。而夜間,正是草原上風力最大、最穩定的黃金發電時刻。發出的電卻不能完全上網,網受限製影響了風電企業的盈利。
四、缺乏國內風機設計標準,風電發電效率低下。我國風電發電效率遠遠低於國際平均水平。數據顯示,我國風電機組的平均利用率在20%左右,而國際平均水平在25%至30%之zhi間jian。其qi重zhong要yao原yuan因yin是shi我wo國guo風feng電dian設she備bei特te別bie是shi風feng機ji的de質zhi量liang不bu穩wen定ding,同tong時shi,由you於yu我wo國guo設she計ji風feng機ji的de標biao準zhun多duo是shi按an照zhao歐ou洲zhou標biao準zhun來lai設she計ji的de,有you時shi難nan以yi適shi應ying國guo內nei的de特te殊shu環huan境jing。
在(zai)加(jia)快(kuai)我(wo)國(guo)經(jing)濟(ji)社(she)會(hui)發(fa)展(zhan)的(de)同(tong)時(shi),需(xu)要(yao)在(zai)借(jie)鑒(jian)國(guo)外(wai)以(yi)往(wang)工(gong)業(ye)文(wen)明(ming)進(jin)程(cheng)的(de)經(jing)驗(yan),但(dan)要(yao)結(jie)合(he)我(wo)國(guo)特(te)色(se),形(xing)成(cheng)符(fu)合(he)我(wo)國(guo)國(guo)情(qing)的(de)一(yi)種(zhong)新(xin)型(xing)工(gong)業(ye)化(hua)的(de)方(fang)式(shi)。在(zai)引(yin)進(jin)國(guo)外(wai)的(de)先(xian)進(jin)循(xun)環(huan)經(jing)濟(ji)節(jie)能(neng)、減jian排pai技ji術shu的de同tong時shi,更geng要yao注zhu重zhong開kai發fa適shi合he我wo國guo國guo情qing的de風feng電dian技ji術shu和he設she備bei。要yao完wan成cheng自zi主zhu創chuang新xin,實shi現xian我wo國guo風feng電dian產chan業ye的de跨kua越yue式shi發fa展zhan,需xu要yao考kao慮lv以yi下xia幾ji個ge問wen題ti:
一、建(jian)立(li)我(wo)國(guo)風(feng)電(dian)產(chan)業(ye)技(ji)術(shu)創(chuang)新(xin)體(ti)係(xi)。技(ji)術(shu)創(chuang)新(xin)體(ti)係(xi)的(de)建(jian)立(li)是(shi)創(chuang)新(xin)型(xing)企(qi)業(ye)發(fa)展(zhan)的(de)基(ji)礎(chu),創(chuang)新(xin)型(xing)企(qi)業(ye)必(bi)須(xu)擁(yong)有(you)自(zi)主(zhu)知(zhi)識(shi)產(chan)權(quan)。但(dan)自(zi)主(zhu)知(zhi)識(shi)品(pin)牌(pai)的(de)獲(huo)得(de)和(he)持(chi)續(xu)創(chuang)新(xin)能(neng)力(li)的(de)增(zeng)強(qiang),除(chu)了(le)主(zhu)要(yao)依(yi)靠(kao)企(qi)業(ye)的(de)自(zi)身(shen)努(nu)力(li)外(wai),還(hai)需(xu)要(yao)國(guo)家(jia)給(gei)予(yu)重(zhong)點(dian)的(de)扶(fu)持(chi)和(he)引(yin)導(dao)。因(yin)此(ci),在(zai)條(tiao)件(jian)較(jiao)好(hao)的(de)風(feng)電(dian)整(zheng)機(ji)企(qi)業(ye)和(he)零(ling)部(bu)件(jian)企(qi)業(ye)可(ke)以(yi)進(jin)行(xing)試(shi)點(dian),對(dui)其(qi)研(yan)發(fa)機(ji)構(gou)、研發人員、研發項目、專利申請、產品品牌和能力建設等方麵提出具體要求和量化指標。在建立風電產業創新體係的過程中,要注意加強產、學、研的聯合,通過整合資源、聯合創新、合理安排市場份額和知識產權的情況下,建立以企業為主體,市場為導向,產學研相結合的風電產業技術創新體係,使風電企業、科研機構和高等院校優勢互補,共同發展。
二、製zhi定ding我wo國guo風feng能neng發fa展zhan技ji術shu路lu線xian圖tu。製zhi定ding風feng能neng發fa展zhan技ji術shu路lu線xian圖tu是shi世shi界jie上shang風feng能neng發fa展zhan先xian進jin國guo家jia的de一yi個ge成cheng功gong經jing驗yan,在zai我wo國guo風feng電dian產chan業ye發fa展zhan中zhong也ye應ying該gai根gen據ju世shi界jie風feng能neng技ji術shu發fa展zhan趨qu勢shi和he我wo國guo基ji本ben國guo情qing,製zhi定ding我wo國guo發fa展zhan風feng電dian的de技ji術shu路lu線xian圖tu。其qi中zhong應ying該gai包bao含han我wo國guo風feng能neng技ji術shu發fa展zhan方fang向xiang、技ji術shu發fa展zhan目mu標biao,技ji術shu發fa展zhan途tu徑jing以yi及ji相xiang應ying的de保bao障zhang措cuo施shi。另ling外wai,針zhen對dui風feng能neng技ji術shu進jin步bu和he產chan業ye發fa展zhan的de需xu要yao,在zai技ji術shu發fa展zhan路lu線xian圖tu中zhong還hai應ying對dui我wo國guo風feng電dian產chan業ye的de關guan鍵jian科ke學xue問wen題ti和he關guan鍵jian技ji術shu問wen題ti進jin行xing剖pou析xi,為wei我wo國guo科ke學xue製zhi定ding風feng電dian發fa展zhan規gui劃hua和he項xiang目mu提ti供gong科ke學xue依yi據ju。
三、jianshewoguofengdiangonggongjishufuwupingtai。gonggongjishufuwupingtaishichanyenenglijianshedezhongyaofangmian,duicujinfengdianqiyejishuchuangxinyoushifenzhongyaodezuoyong。zhuyaobaokuofengdianchanyedejishubiaozhun、技術信息、技術數據、設備儀器、技術谘詢和技術培訓等,可以由風電企業、科研機構、高等院校,包括國家重點實驗室和國家工程技術研究中心等的聯合,共同對我國風能資源進行整合,實現資源共享,使具有資金、市場和理念優勢的風電企業與具有人才、科研和開發優勢的院所結成產學研聯合體,逐步實現我國風能資源的有效利用,並在此基礎上成立風能研發中心、檢測中心、認證中心、信息中心和培訓中心。通過建立完善的風機標準、檢測、renzhengtixi,shidesuoyoufengjibixutongguowoguorenzhengjigouderenzhenghejiance,cainengjinruwoguoshichangxiaoshou,zheyangjibaozhenglefengjizhiliang,younenggoucujinfengjijishujilei。
四、“兩步走”解jie決jue風feng電dian輸shu出chu瓶ping頸jing。第di一yi步bu,盡jin快kuai建jian設she西xi部bu電dian網wang向xiang東dong輸shu電dian第di二er通tong道dao串chuan補bu工gong程cheng,逐zhu步bu將jiang西xi部bu電dian網wang向xiang國guo家jia電dian網wang外wai送song電dian。第di二er步bu,國guo家jia像xiang支zhi持chi風feng電dian發fa電dian企qi業ye一yi樣yang支zhi持chi風feng電dian通tong道dao建jian設she,建jian設she幾ji條tiao西xi部bu向xiang華hua北bei、向華東地區的輸電線路,以滿足風電的上網和輸送需求。
總之,在低碳經濟時代,作為戰略性新興產業的風電業可以解決我國能源供應、eryanghuatanpaifangdengwenti。fengdianchanyefujiazhijiaogao,chanyeliantiaochang,ziyuanxiaohaojiaoshao,duijingjihejiuyedeladongzuoyongxianzhu,yinci,fengdianchanyedechuangxinfazhanzhideguanzhuheshensi。
