五、深化人才發展體製機製改革
(一)創新人才評價機製

加快推動形成以信任為基礎的人才使用機製。完善和落實項目立項“揭榜掛帥”“賽馬”等機製,最大限度發揮各類人才創新積極性和主動性。繼續為科研人才減負鬆綁,推行“無會日”,保證教學和科研人員參與非學術事務性活動每周不超過一天。推廣科研助理製度,減輕科研人員填表,報銷等事務性負擔。
